
In particular, from October 10, the preferential interest rate for social housing loans was adjusted down to 5.4%/year. The adjustment is implemented according to Decree No. 261/2025/ND-CP on amending and supplementing a number of articles of Decree No. 100/2024/ND-CP dated July 26, 2024 of the Government detailing a number of articles of the Housing Law on the development and management of social housing and Decree No. 192/2025/ND-CP dated July 1, 2025 of the Government detailing a number of articles and measures to implement Resolution No. 201/2025/QH15 dated May 29, 2025 of the National Assembly on piloting a number of specific mechanisms and policies for social housing development, effective from October 10, 2025.
The new interest rate is applied to loans at the Vietnam Bank for Social Policies for the purpose of purchasing or hire-purchasing social housing; purchasing or hire-purchasing housing for the people's armed forces; and constructing, renovating or repairing housing.
Notably, credit contracts signed before October 10, 2025 will also be adjusted to apply an interest rate of 5.4%/year to the actual principal balance, including the overdue principal balance (if any).
The reduction of preferential interest rates for social housing loans is considered a strong step, concretizing the determination of the Party and State in solving the housing problem for low-income people and ensuring social security. The regulation allowing adjustment of old loans also demonstrates humanity, fairness and encourages people to boldly borrow to buy social housing. This new credit policy, combined with specific mechanisms on land and capital sources stipulated in Resolution 201/2025/QH15, creates a comprehensive support ecosystem, both solving difficulties in supply and increasing access to capital for home buyers.
The preferential credit program for social housing loans aims to support the following subjects: People with meritorious services to the Revolution, relatives of martyrs who are eligible for housing improvement support according to the provisions of the Ordinance on preferential treatment for people with meritorious services to the Revolution; low-income people in urban areas; workers and laborers working at enterprises, cooperatives, and cooperative unions inside and outside industrial zones; officers, professional soldiers, non-commissioned officers of the People's Armed Forces; defense workers and civil servants currently serving in the army, people working in cryptographic work, people working in other jobs in cryptographic organizations receiving salaries from the state budget; cadres, civil servants, public employees; poor and near-poor households in rural areas, urban areas, and rural areas in areas regularly affected by natural disasters and climate change.
In recent times, the Social Policy Bank system has actively coordinated with local Party committees and authorities to review loan needs, disseminate policies and organize training courses, provide guidance on loan procedures and documents for organizations, unions and Savings and Loan Groups. Disbursement activities have been carried out publicly and in accordance with regulations, ensuring that loans reach the right beneficiaries.
The new credit policy, together with specific mechanisms on land and capital sources in Resolution 201/2025/QH15, is expected to create a comprehensive support ecosystem for social housing development, both solving difficulties in supply and increasing access to capital for home buyers.
