On the afternoon of November 21, continuing the program of the 6th session of the 15th National Assembly, delegate Nguyen Huu Thong - Deputy Head of the National Assembly Delegation of Binh Thuan province participated in giving comments on the report on crime prevention and law violations in 2023.

Delegate Nguyen Huu Thong highly appreciated the Government for implementing many solutions to ensure economic development, stabilize people's lives and effectively combat law violations and crimes. In particular, many legal documents were issued to improve the effectiveness of state management, overcome loopholes and shortcomings, including in the field of security and order.

The Government has directed ministries, branches and localities, with the Ministry of Public Security as the core, to continue to proactively grasp, analyze and closely forecast the world and domestic situation. Deploy many plans and schemes to prevent crimes and law violations to maintain national security, ensure social order and safety and effectively serve the task of socio-economic development. As a result, the total number of detected cases increased compared to the same period, some types of crimes were controlled and reduced such as: the number of organized crimes decreased by 63.96%; the number of cases of organizing and brokering for others to illegally exit, enter or stay in Vietnam decreased by 8.99%. Regarding traffic safety, the number of accidents decreased by 0.93%, the number of deaths decreased by 0.53%.

Despite many efforts, overall, crime has increased in terms of the number of cases, deaths and property damage. The figures are specifically shown in the Government's report and the National Assembly's Judicial Committee's investigation report. Among them, drugs are the issue that voters and the people are most concerned about.

The origin of crimes, especially criminal crimes, is from drugs, according to statistics, over 75%. However, according to the report, the number of detected drug crimes increased by 17.68%, the number of crystal synthetic drugs or synthetic drugs seized increased especially high (1,161.1%). This shows the extremely complicated developments of drug crimes. The illegal use of drugs, especially synthetic drugs at conditional business establishments, accommodation services... occurs in many localities. There are some types of drugs "disguised" as electronic cigarettes, drinks, foods... causing multi-faceted harm to users, especially adolescents, and have infiltrated schools.

According to Delegate Nguyen Huu Thong, a family with a drug addict is a suffering for both the family and the community. The current drug addiction treatment problem, according to the delegate, still has many shortcomings and is slow to be amended to suit the new situation, especially the process and methods of sending people to compulsory drug addiction treatment, voluntary drug addiction treatment, community drug addiction treatment and drug addiction treatment regimen. The reality is that the rate of relapse is very high, up to 90 - 95%. What is the cause? The Government is requested to evaluate and propose fundamental solutions to solve this problem.

"Through contact with voters, voters suggested that the Government should consider strictly handling drug crimes and methods, and have a more correct view of drug addicts, especially now that drug addicts are considered sick people. The image of drug addicts being treated in the community, shirtless, bringing knives to sharpen in front of their houses, makes the whole neighborhood and passersby very confused. Or the drug addicts, psychotic subjects are not isolated cases, but the authorities do not have the basis to handle and punish. The origin of criminal offenses mostly comes from drugs, or the relapse rate of up to 90 - 95% are numbers that we should pay attention to and have appropriate responses. Avoid the situation of only focusing on handling the tip, overcoming the consequences - while this is the cause of many types of crimes and has very regrettable, heartbreaking consequences, even consequences that we cannot overcome...", Delegate Nguyen Huu Thong expressed his concerns.
