BTO-On the afternoon of April 21, the National Assembly Delegation of Binh Thuan province held a conference to collect comments on four draft laws to be submitted to the 9th Session of the 15th National Assembly. Comrade Nguyen Huu Thong - Deputy Head of the Provincial National Assembly Delegation chaired the conference.
At the conference, delegates contributed their opinions on the drafts: Law on Mutual Legal Assistance in Civil Matters; Law on Mutual Legal Assistance in Criminal Matters; Law on Extradition and Law on Transfer of Persons Serving Prison Sentences. These are specialized draft laws with specific scopes of application, related to international cooperation activities in the judicial field. During the discussion, delegates raised many opinions based on practical work in the locality, focusing on difficulties and obstacles in the implementation process, thereby proposing solutions to adjust and supplement to perfect legal regulations, ensuring feasibility when promulgated and implemented in practice. Specifically, regarding the draft Law on Transfer of Persons Serving Prison Sentences, through practical implementation, there are still many difficulties. Therefore, delegates proposed to supplement regulations clearly defining the responsibilities of each agency in the transfer process, including coordination with diplomatic missions and agencies implementing criminal judgments.
Regarding the draft Law on Mutual Legal Assistance in Civil Matters, delegates proposed to add a mechanism to improve the capacity of the team doing the work of mutual legal assistance in localities. At the same time, attention should be paid to allocating funds, organizing training courses, and fostering specialized skills and foreign languages for officers in the vertical sector. On the other hand, currently, many provincial-level judicial units have not been fully equipped with computer systems and internet connections to serve the work of exchanging electronic information with foreign partners. It is recommended that the Government have a roadmap for synchronous investment in information technology infrastructure, especially in units in remote areas. In addition, many judicial agencies currently do not have a job position specifically for officers in charge of network system and information technology administration. It is recommended that the Judicial Committee consider recommending the Government to supplement and guide the establishment of this job position to meet the practical requirements of implementing the Law in the context of digital transformation...
Concluding the conference, Deputy Head of the Provincial National Assembly Delegation Nguyen Huu Thong acknowledged and highly appreciated the sense of responsibility of the delegates when they participated in giving opinions on the 4 draft laws that were consulted this time and said that these are specialized draft laws, the scope of application in local practice is not much, so accessing the content, grasping the regulations to participate in giving opinions is still difficult. However, for this reason, organizing the consultation is necessary to ensure that the legal regulations when promulgated are really close to reality, easy to apply, and minimize obstacles in the implementation process.
At the conference, the Provincial National Assembly Delegation received 6 specific, constructive and practical comments. These comments will be compiled as a basis for the Delegation to continue studying and preparing well the content to participate in the discussion at the upcoming 9th Session of the 15th National Assembly. Comrade Nguyen Huu Thong also expressed his hope that after the conference, if agencies, units and individuals have additional comments or suggestions, they will continue to send them to the Delegation for timely synthesis.
It is expected that from now until the 9th session - the longest session ever, the Provincial Delegation of National Assembly Deputies will organize a number of thematic conferences to collect opinions on each sector and field. With the spirit of openness, responsibility and listening, the Provincial Delegation of National Assembly Deputies hopes to continue to receive the attention, companionship and intellectual contributions of agencies, organizations and professional staff in the coming time, contributing to improving the quality of law-making - one of the key tasks of the National Assembly in the current period.
