Proposal to soon establish Dien Bien University

Dien Bien proposed to soon establish a university, enrolling students nationwide, including students from Laos, Thailand, and China.

The above proposal was made by Mr. Tran Quoc Cuong, Secretary of Dien Bien Provincial Party Committee, at a working session with Ministerof Education and Training Nguyen Kim Son on the afternoon of April 12.

Mr. Cuong said that Dien Bien still has many difficulties such as the highest poverty rate in the country, and modest socio -economic development indicators. The brightest point of this province is education and training. He assessed that students are eager to learn, physically and intellectually strong. The results of the province's education sector are quite high in the Northern Midlands and Mountains region.

"With that factor, the province is more determined to submit to the Government and the Ministry of Education and Training to soon establish Dien Bien University, on the basis of Dien Bien Pedagogical College, to help students of 19 ethnic groups to further their education," said Mr. Cuong.

Mr. Nguyen Kim Son said that the Ministry of Education and Training will accompany and support the province in the process of completing the project. However, Mr. Son recommended that the province refer to the experiences of successful and unsuccessful local university models.

From 2014-2025, Dien Bien had developed a project to establish a university in the area. However, to date, this has not been implemented.

In April 2023, based on the province's proposal, Prime Minister Pham Minh Chinh agreed to the policy of studying the establishment of a university in Dien Bien, assigning the Ministry of Education and Training to coordinate with the Provincial People's Committee to prepare procedures and documents and submit them to the Prime Minister for consideration.

Accordingly, Dien Bien has proposed the Ministry of Education and Training to add a university named Dien Bien Phu to the Planning of the network of higher education and pedagogical institutions for the 2021-2030 period, with a vision to 2050.

The province proposed Dien Bien Phu University as a multidisciplinary, application-oriented public university. In the first phase, the university will prioritize opening training majors to serve the needs of human resources that are especially lacking in the province, then continue to open training majors according to market demand.

According to Dien Bien Phu newspaper , the school plans to train 20 majors, with a scale of 4,000 students by 2030. The school recruits students nationwide, but mainly in Dien Bien, Lai Chau provinces, part of Son La province, and can eventually accept students from Nan province (Thailand), Yunnan (China), students from Southeast Asia and other continents.

To meet the proposed scale, the school needs 300 permanent lecturers, at least 1/3 of whom have a doctorate degree. Currently, educational institutions in the province have only 17 doctors and 6 postgraduates.

It is expected that the province will complete the application for school establishment and submit it to the Ministry of Education and Training for appraisal in the third quarter.

Before Dien Bien, since the late 90s, many localities invested in establishing universities, on the basis of teacher training colleges. Currently, most of them are in a precarious situation, struggling to survive. The reason is the lack of students, while the budget has decreased due to the autonomy mechanism.
