Human trafficking crimes on the Lao Cai border contain many complex elements, with tricks to lure and deceive victims.

On October 5, 2022, the Dien Bien Provincial Border Guard Command handed over to the Lao Cai Provincial Border Guard Command a citizen with signs of being trafficked, namely Sung A L., born in 2005 (Ngai Thau Thuong village, A Lu commune, Bat Xat district). During the investigation and verification process, the authorities discovered a criminal ring specializing in defrauding and illegally sending people abroad to online game companies to force them into hard labor. On December 11, 2023, the Provincial Border Guard Command established a special project codenamed LC1223 to combat this criminal ring.

Implementing the plan to fight, from December 12 to 19, 2023, the crime-solving force coordinated with other forces to arrest 3 subjects: Tan Ong Cao, Ly A Hong and Ly Lao San, all residing in Trinh Tuong commune, Bat Xat district. Using various tricks, they organized vehicles to pick up and drop off workers to illegally leave the country. They controlled, forced, and coerced workers to conduct online fraud activities. When workers did not want to do the assigned work, they detained, beat them, forced them to call their families to send ransom money under the pretext of contract compensation... The subjects confessed to having tricked 11 people into going abroad to work as forced laborers (including the victim Sung A L.).
According to the assessment of Lao Cai Border Guard, in the first 6 months of 2024, the situation of human trafficking crimes in the border area of Lao Cai province still has many potential complex factors. The subjects are organized into a network with close connections and connections from abroad through the border area to the inland area using many tricks to lure and deceive victims. The subjects often use social networking applications such as Zalo, Facebook... to approach and get acquainted with the victims, then lure and deceive them. After that, they take the victims to remote areas to cross the border and then move them deep into the inland.

Subjects inside and outside the border also use tricks of deception, marriage brokerage, taking advantage of women who want to marry foreigners, taking the victims abroad for face-to-face meetings. If the victims agree, they will take the marriage brokerage money, if the victims do not agree, they will be handed over to other subjects to be sold as foreign wives. The criminals have organized into a closely linked network, calculating the division of stages so that when discovered, the authorities will have difficulty proving the connection of the criminal activities.
With the trick of "easy work, high salary", they trick and take victims abroad to work in entertainment services, massage, games... The victims are exploited, paid low wages, forced to do fraudulent jobs on social networks... If they do not perform or perform poorly, they will be beaten. Currently, the subjects who broker and guide people to illegally enter and exit the country are not only Vietnamese but also foreigners who organize Vietnamese people to illegally exit the country to foreign countries for different purposes.

The Lao Cai Provincial Border Guard Command has directed units to continue to thoroughly grasp and implement decisions and plans of the Government , the Border Guard Command as well as other specialized plans related to the work of preventing and combating human trafficking.
Units have synchronously deployed border protection measures, focusing on key areas with illegal entry and exit activities related to human trafficking across the border.
In particular, focusing on professional reconnaissance measures, grasping the situation, promptly detecting human trafficking activities to proactively prevent and combat. Units also strengthen border patrols and controls, coordinating between fixed and periodic controls with mobile and ad hoc patrols to promptly detect and prevent human trafficking activities; rescuing victims right at the border.
In the first 6 months of 2024, Lao Cai Provincial Border Guard successfully fought 2 special cases (LC723 and LC1223) on human trafficking, arrested 6 subjects; rescued 6 victims. In addition, received 5 victims of human trafficking returned by Chinese authorities through Lao Cai International Border Gate.

Lao Cai Border Guard also coordinated well in managing security, order, temporary residence, temporary absence; managing and inspecting conditional business services, minimizing the operating conditions of human trafficking crimes and social evils in the border areas under their responsibility.
The Lao Cai Border Guard Command directed units to proactively coordinate with local Party committees, authorities and functional forces to promote propaganda, integrate propaganda and disseminate legal provisions, including the Law on Prevention and Combat of Human Trafficking, especially methods and tricks of criminals.

Since the beginning of the year, the units have organized 82 live propaganda sessions with more than 2,500 listeners. The contents are compiled concisely, easy to understand, and propagated in many forms... contributing to creating a strong change in awareness and action for people in the border area in the fight against human trafficking crimes.
