On August 21, in Hai Phong, the Central Propaganda and Mass Mobilization Commission, the Ministry of Science and Technology , the Vietnam Union of Science and Technology Associations (VUSTA) and the Hai Phong City Party Committee jointly organized the Conference "Breakthroughs in science and technology development, innovation and digital transformation to promote Vietnam's socio-economic development".
Speaking at the Conference, Deputy Head of the Central Propaganda and Mass Mobilization Commission Huynh Thanh Dat emphasized that the world is entering the digital age with unprecedented development speed. Artificial intelligence, big data, Internet of Things, blockchain… are reshaping production methods, governance models, lifestyles and development methods.
Leading countries have been making full use of science and technology and innovation as the central resource and key driving force for development. Meanwhile, although Vietnam has achieved many successes after nearly 40 years of innovation, it still faces many difficulties such as low labor productivity, limited technology absorption capacity of enterprises, loose "State - School - Enterprise" linkage, and shortage of high-quality human resources.
"In that context, Vietnam needs a breakthrough strategy, not only in technology, but also in thinking, institutions and resources," Mr. Huynh Thanh Dat emphasized.

According to Mr. Huynh Thanh Dat, Resolution No. 57-NQ/TW clearly identified science and technology, innovation and digital transformation as the main driving force to bring the country to rapid and sustainable development, realizing the aspiration of Vietnam becoming a developed, high-income country by 2045.
Along with that, the Law on Science , Technology and Innovation 2025 is a major step forward in terms of institutions, creating a favorable legal corridor, opening up breakthrough financial mechanisms and policies, strongly encouraging investment, research, and application of new technologies, especially in priority areas. This is the foundation for creating a favorable environment, stimulating creativity throughout society.
Local innovation highlights
From a local perspective, Mr. Le Ngoc Chau, Deputy Secretary of the City Party Committee and Chairman of the People's Committee of Hai Phong City, said that the City is deeply aware of the significance of Resolution 57 - one of the four important resolutions of the Politburo, considered the "four pillars" in the new development period.
Implementing this Resolution, Hai Phong has issued all plans and mechanisms, established the Steering Committee for Science and Technology Development, Innovation and Digital Transformation. Up to now, the City has achieved encouraging initial results such as: Ranking 3rd in the country in the Local Innovation Index (PII); strongly deploying digital infrastructure, covering the entire city with 4G, testing 5G in industrial parks; completing the connection of land, population, education databases...
Hai Phong currently has 76 science and technology enterprises, more than 1,400 digital technology enterprises, and nearly 9,000 small and medium-sized enterprises applying digital platforms, contributing to improving productivity, quality, and competitiveness.
"The city is implementing a technology urban area worth VND13,000 billion, covering an area of over 86 hectares and many international cooperation agreements, affirming its determination to become a national center for innovation, science and marine technology," said Mr. Le Ngoc Chau.
Hai Phong will continue to accompany ministries, sectors, scientists and the business community in creating a favorable environment for innovation, promoting research and technology transfer, developing high-quality human resources, and expanding international cooperation...
The creative movement spread strongly
Sharing at the Conference, Dr. Phan Xuan Dung, Chairman of the Vietnam Union of Science and Technology Associations, Chairman of the VIFOTEC Fund, said that Resolution 57 emphasized the expansion of diverse forms of honor, commendation, and timely and worthy rewards for scientists, inventors, businesses, organizations, and individuals with achievements in science and technology development, innovation, and digital transformation.
Over the years, the Vietnam Union of Science and Technology Associations and the VIFOTEC Foundation have maintained the organization of the Vietnam Science and Technology Innovation Award, the National Technical Innovation Competition and the Innovation Competition for youth and children, contributing to promoting the research and innovation movement among the people.
Over the past 33 years, VIFOTEC Foundation has organized 29 Awards, 17 Competitions, 20 Competitions, honoring thousands of scientific works with high application value, many of which have won international awards.
According to Mr. Phan Xuan Dung, organizing the honor and awarding of scientists and innovators with outstanding research works of high applicability will encourage and create pride for scientists to continue researching, exploring, and creating to contribute to the development of science and technology, thereby motivating them to continue to contribute.
At the conference, Deputy Minister of Science and Technology Bui The Duy shared the main contents of the Law on Science, Technology and Innovation 2025 as well as breakthrough financial mechanisms and policies and the list of strategic technologies and strategic technology products, aiming to provide suggestions for localities in shaping the development of science and technology.
The conference is not only an opportunity to update policies, but also a forum for localities, scientists and businesses to exchange frankly, share experiences and identify key actions for each industry and field. This is an important step in creating a favorable environment, making science, technology and innovation become a source of development for Vietnam.
