The Ministry of Agriculture and Rural Development (MARD) has just issued a series of official dispatches to the Chairmen of the People's Committees of Lang Son, Bac Giang, Hai Duong provinces and Hanoi city regarding continuing to prevent, detect and handle cases of illegal transportation of poultry and poultry products.

On May 18, 2023, Prime Minister Pham Minh Chinh signed Official Dispatch No. 426/CD-TTg on directing the prevention, detection and strict handling of cases of illegal transportation of poultry and poultry products across the border into Vietnam. However, recently, the Vietnam Agriculture Newspaper reported and reflected on the situation of illegal transportation and trading of poultry and poultry products of unknown origin continuing to be complicated in localities, including Lang Son, Bac Giang, Hai Duong provinces and Hanoi city.

This is the cause of avian influenza virus strains and other dangerous infectious diseases entering Vietnam from abroad, causing epidemics, seriously affecting the poultry industry, people's health, and causing social unrest.

To strictly implement the Prime Minister's Official Dispatch No. 426/CD-TTg, the Ministry of Agriculture and Rural Development requests the Chairmen of the People's Committees of Lang Son, Bac Giang, Hai Duong provinces and Hanoi city to pay special attention and direct relevant agencies and authorities at all levels to focus resources, strengthen inspection, supervision and control, especially at wholesale markets to promptly detect and strictly handle cases of illegal trading, slaughtering and transporting of poultry and poultry products. In case of catching illegal shipments of animals and animal products, they must be destroyed immediately (before destruction, samples must be taken and sent to veterinary agencies for disease testing).

In addition, local authorities and functional forces are assigned to urgently establish special projects, investigate, combat and strictly handle organizations and individuals illegally transporting and trading poultry and poultry products; organize propaganda for people about the dangers of avian influenza and the harms of trading and transporting poultry of unknown origin.

The Ministry of Agriculture and Rural Development requests provinces and cities to direct local Steering Committees 389 to proactively deploy activities and solutions to prevent, promptly detect and strictly handle cases of illegal transportation and trade of animals and animal products; closely coordinate and proactively share information and data with veterinary agencies at all levels and organize the implementation of measures to prevent and control animal diseases in accordance with current laws.

Direct local Market Management forces to strengthen traffic control measures, promptly detect and strictly handle cases of illegal transportation and trading of poultry and poultry products of unknown origin in the province.

Direct local press agencies to strengthen propaganda work on the risks of dangerous animal diseases transmitted from abroad through illegal transportation, trade, and consumption of animals and animal products; propagate people not to participate in or assist in the transportation and trading of illegal animals and animal products of unknown origin./.
