Thereby, the province promptly removed difficulties and obstacles, created favorable conditions for enterprises to invest, expand production and business, contributing to promoting economic growth and improving local competitiveness.
Thoughts of the business community
Most recently, at the end of July, in Pleiku ward, Gia Lai provincial leaders organized a dialogue with the business community operating in the area. The dialogue took place in a frank and open spirit and recorded many practical and relevant opinions. Vinh Hiep Limited Liability Company has been operating in the coffee and pepper industry for 30 years. Currently, the company operates four processing plants with 270 officers, employees and workers. The company's products are exported to 60 countries around the world , including demanding markets.
In the first 7 months of 2025, the company's export turnover reached 612 million USD, accounting for more than 32% of the province's export turnover and about 13% of the country's coffee export turnover. However, according to Mr. Thai Nhu Hiep, the company's director, at the dialogue, the company is currently facing difficulties in logistics activities due to the impact of economic fluctuations, high fuel costs and transportation costs, disrupting production and business plans.
Regarding the investment environment, Ms. Nguyen Thuy Lam Phuong, General Director of Tay Nguyen Energy Resources and Technology Joint Stock Company, said: According to the policy of the Provincial Party Committee and the People's Committee of Gia Lai province (old) on attracting businesses to invest in the field of high-tech agriculture, in 2020, the unit deployed and researched the project. In March 2021, the company sent a document proposing to the Department of Planning and Investment of Gia Lai province (old) and the People's Committee of Gia Lai province (old) to consider and decide to approve the investment policy, and at the same time approved the investor of the TRE-Dak Doa high-tech agricultural project with a scale of more than 457 hectares, with an expected investment capital of about 1,400 billion VND and creating jobs for about 695 workers.
However, from the time the company submitted its application to the time of merging Binh Dinh and Gia Lai provinces (July 1, 2025), nearly 5 years have passed, with seven times of seeking appraisal opinions, hundreds of documents presenting explanatory opinions, and dozens of times the enterprise called for help to be guided and to remove difficulties, but up to now, the enterprise has not yet been approved for investment policy nor has the investor been approved.
In the past time, the Department of Industry and Trade of Gia Lai province has coordinated with enterprises to request reports on difficulties, obstacles, proposals and recommendations to remove difficulties, create favorable conditions for production and business activities of enterprises; at the same time, coordinated with relevant departments and branches to answer and respond to recommendations of enterprises. Up to now, the Department of Industry and Trade has received and answered 66/66 recommendations of enterprises in Gia Lai province (old), classified into 11 main groups of issues. However, according to the feedback of many enterprises, many answers have not been agreed by enterprises, especially many difficulties and obstacles of enterprises have not been resolved promptly...
Resolve problems early
The business community highly appreciated the spirit of openness and listening of the provincial government representatives, and some problems were directly noted by the provincial leaders. Responding in writing to the issue raised by the representative of Vinh Hiep Limited Liability Company, the representative of the Department of Industry and Trade said that the Department sympathized with the difficulties of enterprises, which was also the content proposed by many export enterprises. The Department recommended that seaport and logistics services will have solutions to propose to build a reasonable price policy, with incentives for stable and long-term customers.
At the same time, the Department coordinates with relevant management agencies to propose strengthening the supervision of sea freight rates, ensuring transparency, limiting unreasonable price increases, affecting the competitiveness of export enterprises. Regarding long-term policies, the Ministry of Industry and Trade, the Ministry of Construction and relevant agencies have been and are continuing to implement solutions to develop logistics infrastructure, seaports and supply chains to reduce dependence on international factors, gradually improving the national logistics autonomy capacity.
Talking to the business community, Chairman of the Gia Lai Provincial People's Committee Pham Anh Tuan admitted that the business community is still facing many difficulties and challenges such as: High production, transportation and raw material costs; difficulties in importing and exporting, consuming agricultural products; shortage of skilled labor; barriers in accessing capital, premises, technology, markets, high-quality human resources; some mechanisms and policies are still overlapping, administrative procedures are still cumbersome and lack synchronization; management in some places is still rigid, inflexible, and does not really serve businesses...
At the dialogue programs, the Chairman of the Provincial People's Committee requested that enterprises continue to send official proposals and recommendations in writing to the Provincial People's Committee Office for synthesis. On that basis, the province will assign Vice Chairmen of the Provincial People's Committee to work directly with each enterprise and each specific project to promptly remove difficulties and obstacles. With the spirit of drastic action, the province aims to immediately handle any issues that can be resolved for enterprises in August 2025.
Currently, the province is reviewing and merging the planning of Gia Lai province (old) and Binh Dinh province (formerly), in which some major orientations will be added. At the same time, the province is also finalizing the Private Enterprise Development Project according to Resolution No. 68-NQ/TW. It is expected that in August 2025, the province will organize meetings to review the planning, reconsider the private economic development project and invite business experts to contribute comments, in order to create momentum for the project. These two contents will be widely announced to the business community immediately after completion.
