Thematic session of Duong Kinh District People's Council approved the budget settlement and adjusted the public investment plan for 2025

The meeting took place at a time when the whole district was focusing on evaluating the results of implementing political tasks in the first 6 months of 2025 and implementing the Resolutions and conclusions of the Politburo on rearranging and reorganizing administrative units at all levels, building a 2-level local government model; expected to end the operation of district-level administrative units from July 1, 2025. At the meeting, delegates discussed democratically, responsibly and voted to pass 2 important Resolutions: Approving the settlement of State budget revenue in the area; Settlement of local budget revenue and expenditure in 2024 and adjusting and supplementing the Public Investment Plan in 2025 (2nd time).

According to the report, the total state budget revenue in the district in 2024 reached more than 2,322 billion VND; of which, local budget revenue reached over 1,265 billion VND, total expenditure was over 1,256 billion VND, budget surplus was over 8.7 billion VND. Many budget revenue targets reached and exceeded the assigned plan, such as: other budget revenue reached 16,397.5%; land use fee collection reached 3,317.1%; land rent collection reached 297.2%; revenue from locally managed enterprises reached 174.3%. The management and operation of budget expenditures were carried out closely, closely following the estimates and ensuring a balance between revenue and expenditure; spending economically, in accordance with regulations according to Decision No. 559/QD-TTg dated March 10, 2025 of the Prime Minister . The budget is allocated promptly for regular expenditure tasks such as salary payments, social security and handling of arising situations, typically overcoming the consequences of storm No. 3 (Yagi).

Regarding the 2025 public investment plan (2nd time), the District People's Council agreed to reduce 2 billion VND from the investment preparation capital to allocate for the Flower Garden Construction Project in Residential Group No. 3, Hoa Nghia Ward, which is a project that is eligible for implementation.

This thematic session is of great significance in removing obstacles in investment resources, creating favorable conditions for implementing projects approved from previous sessions, while ensuring the reasonable allocation of public investment capital in 2025 and the following years, contributing to urban beautification and improving the quality of life for people in the district./.
