23rd thematic session, 15th Provincial People's Council

On October 2, the People's Council of Son La province, term XV, 2021-2026, held the 23rd thematic session. Comrades: Nguyen Thai Hung, member of the Provincial Party Standing Committee, Chairman of the Provincial People's Council and Cha A Cua, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council chaired and directed the session.

Attending the meeting were comrades: Hoang Quoc Khanh, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Lo Minh Hung, Standing Deputy Secretary of the Provincial Party Committee; comrades of the Standing Committee of the Provincial Party Committee; Standing Committee of the Provincial People's Committee, Vietnam Fatherland Front Committee.

At the meeting, the Provincial People's Council committees approved the reports on the examination of draft resolutions submitted to the meeting; the leaders of the Provincial People's Committee reported on the acceptance and explanation of the examination opinions of the Provincial People's Council committees and the Provincial People's Council delegations on the draft resolutions submitted to the meeting.

Based on the review and discussion, based on the opinions received and explained, the delegates voted to pass 11 resolutions related to many fields, including: Land rental price for land leased by the State for the construction of underground works (not the underground part of the construction works on the ground) and land rental price for the land area with water surface in the province; amend and supplement a number of articles of the Regulation issued together with Resolution No. 13 dated November 19, 2021 of the Provincial People's Council on principles, criteria and norms for allocating the regular expenditure estimates of the local budget in 2022; adjusting the medium-term public investment plan for the period 2021-2025 for additional sources to balance the provincial budget (phase 16); adjusting and allocating the public investment plan for 2024 from the provincial budget; Adjust, withdraw, and allocate in detail the medium-term public investment capital plan for the period 2021-2025 and adjust the public investment capital plan for 2022, 2023, 2024 to implement national target programs; approve the list of additional works and projects for which the State will reclaim land to implement investment projects in the province; supplement permission to change the purpose of using rice-growing land and protective forest land to implement investment projects in the province; approve the policy of changing the purpose of using forests to other purposes to implement road construction projects in the province (phase 3) in 2024...

The resolutions were adopted to effectively implement the 2024 Land Law, creating a legal basis to resolve social security, national defense and security issues, ensuring resources for reinvestment, land exploitation, increasing land use revenue, promptly meeting socio -economic development expenditure tasks; ensuring effective use of the central budget capital.

Vote to pass resolutions at the meeting.

The meeting also approved the draft resolution of the People's Council on the dismissal of members of the Provincial People's Committee for the 2021-2026 term.

In his closing speech, the Chairman of the Provincial People's Council requested the Provincial People's Committee to focus on directing the implementation of the resolutions that have just been passed, ensuring compliance with the procedures and regulations of the law; directing the implementation of the targets and tasks of the 2024 plan; preparing the contents to be presented at the end-of-year meeting of the Provincial People's Council in 2024 to ensure quality and progress. Requesting the Standing Committee of the Provincial People's Council, the Committees of the Provincial People's Council, the Delegation Groups and the Provincial People's Council delegates to strengthen the supervision of the implementation of the resolutions of the Provincial People's Council; the Provincial Vietnam Fatherland Front Committee and its member organizations to coordinate with relevant agencies and units to strengthen the mobilization of people to effectively implement the resolutions of the Provincial People's Council.
