Provincial People's Council meeting to resolve urgent work issued 7 important resolutions

On the morning of June 27, at the Provincial Convention Center, the Provincial People's Council, term XVII, 2021 - 2026, held a meeting to resolve urgent matters, discuss and decide on a number of important contents within its authority.

Attending the meeting were comrades: Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades of the Standing Committee of the Provincial Party Committee; leaders of the Provincial People's Council and People's Committee; representatives of a number of departments, branches, sectors, and organizations of the province, and leaders of districts and cities.

At the meeting, leaders of departments and branches presented important reports related to: Thai Binh Province's Urban Development Program for the period 2021 - 2025; finance and budget; construction of headquarters for commune police; mechanisms and policies for members of security and order protection teams; support for health insurance payments for some subjects; support levels for drug addicts, managers and counselors for drug addicts; fee levels for organizations and individuals performing administrative procedures through online public services. Also at the meeting, representatives of the Provincial People's Council committees presented reports on the results of examining reports and draft resolutions of the Provincial People's Committee submitted to the meeting.

Speaking at the discussion, delegates agreed with the contents of the reports and draft resolutions submitted by the Provincial People's Committee to the meeting, because these are important, urgent and necessary contents to serve the socio-economic development of the province, creating a basis for unified implementation of the Law on Forces Participating in Protecting Security and Order at the Grassroots Level, effective from July 1, 2024; urban development; continuing to demonstrate the concern of Party committees and authorities at all levels for people in difficult circumstances and the elderly. Delegates requested the Provincial People's Council to approve the reports and draft resolutions to create a legal basis for implementation. After the resolution is issued, the entire political system and all classes of people will actively participate in effective implementation.

Comrade Vu Ngoc Tri, Provincial Party Committee member, Vice Chairman of the Provincial People's Council approved the proposed meeting agenda.

Colonel Tran Van Phuc, Member of the Provincial Party Standing Committee, Director of the Provincial Police Department presented a report at the meeting.

Comrade Phi Ngoc Thanh, Provincial Party Committee member, Director of the Department of Labor, War Invalids and Social Affairs presented a report at the meeting.

Comrade Do Thi Ly, Head of the Legal Committee of the Provincial People's Council presented a report on the results of the examination at the meeting.

In his closing speech, Comrade Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council affirmed: The Provincial People's Council has democratically discussed, objectively and comprehensively assessed, and voted to pass 7 resolutions to meet the requirements of socio -economic development tasks, ensuring security and order in the province. In order to effectively implement the adopted resolutions, the Provincial People's Council requested all levels, sectors, and localities to step up propaganda, dissemination, create unity, consensus, and support from voters and people in organizing implementation, especially some outstanding policies on social security, directly related to people such as regulations on health insurance support levels and fee collection levels when performing administrative procedures through online public services. The Provincial People's Committee should soon institutionalize the resolution, direct sectors and advisory agencies to organize early and effective implementation. The Standing Committee of the Provincial People's Council, the Provincial People's Council committees, the Provincial People's Council delegations and the Provincial People's Council delegates continue to enhance their roles and responsibilities in performing the function of supervising the implementation of the law and the implementation of the Provincial People's Council resolutions passed at the session to ensure the right subjects, effectiveness, and positive contributions to the socio-economic development of the province. Coordinate with the Provincial Fatherland Front Committee and socio-political organizations to do a good job of supervising the implementation of the resolutions.

7 resolutions passed at the meeting:

1. Resolution on the criteria for establishing security and order protection teams; criteria for the number of members of security and order protection teams and the regime and policies for members of security and order protection teams in Thai Binh province.

2. Resolution on the issuance of a resolution of the Provincial People's Council assigning the Provincial People's Committee to decide on a number of contents according to Point b, Clause 3, Article 5 of Circular No. 76/2023/TT-BTC dated December 29, 2023 of the Ministry of Finance regulating the organization of implementation of the 2024 state budget estimate.

3. Resolution on approving the Urban Development Program of Thai Binh province for the period 2021 - 2025.

4. Resolution on approving adjustments and supplements to the medium-term public investment plan from the provincial budget for the period 2021-2025 for the investment project to build working headquarters for the police in communes in the province.

5. Resolution on promulgating regulations on fee collection levels under the authority of the Provincial People's Council for organizations and individuals performing administrative procedures through online public services in Thai Binh province.

6. Resolution on promulgating regulations on health insurance support levels for a number of subjects residing in Thai Binh province.

7. Resolution on promulgating regulations on content and support levels for drug addicts at public drug rehabilitation facilities; monthly remuneration for those assigned to provide psychological and social counseling, management, support for drug addicts at home and in the community, and post-rehabilitation management in Thai Binh province.
