32nd Session of the 8th Provincial People's Council: Passed 21 Resolutions with high consensus

This morning, June 26, under the chairmanship and direction of the Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang and Vice Chairmen of the Provincial People's Council Nguyen Chien Thang and Nguyen Tran Huy, the 8th Provincial People's Council held the opening ceremony of the 32nd session. Attending the session were Acting Chairman of the Provincial People's Committee Hoang Nam; members of the Standing Committee of the Provincial Party Committee; leaders of departments, branches, localities; delegates of the 8th Provincial People's Council.

Decide on some urgent matters arising according to the law

Speaking at the opening of the session, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council Nguyen Dang Quang emphasized: This session takes place at a very special time, when the entire political system is highly focused, urgently completing the final tasks to put the new administrative units into official operation according to the two-level local government model from July 1, 2025.

The meeting will review and decide on a number of urgent and arising issues according to the Law within its authority to ensure that the new communal and provincial governments of Quang Tri after the merger and consolidation can operate immediately, without leaving important tasks behind and without interruption in serving the people and businesses.

In addition, promptly remove difficulties, obstacles and bottlenecks in the operations of the two-level government after converting from the three-level government model; at the same time, well implement tasks and solutions to speed up the progress of project implementation, promote disbursement of investment capital, and serve socio-economic development in the province.

Speaking at the meeting, Acting Chairman of the Provincial People's Committee Hoang Nam said that based on the practical situation of the province and the development requirements of sectors and fields in the context of implementing the Party and Government 's policy on organizing two-level local government, the Provincial People's Committee submitted 20 contents to the meeting for consideration and approval.

In particular, in order to implement the Law on Organization of Local Government and the Law on State Budget recently passed by the National Assembly, it will decentralize revenue sources, expenditure tasks and percentages of revenue distribution among budget levels; transfer the 2021-2025 medium-term public investment plan and annual plan of the district level to the 2021-2025 medium-term public investment plan and annual plan of the provincial budget; allocate and adjust the 2021-2025 medium-term plan, the 2025 plan for capital sources of the National Target Program, local budget balance capital; capital arrangement for transitional projects to be implemented over 2 medium-term periods; adjust the local budget revenue and expenditure estimates for 2025; finalize the local budget for 2024...

Implementing the Land Law, the Forestry Law and local practical requirements, submit a list of land recovery projects, projects using rice-growing land, production forest land, and protective forest land for other purposes; change the purpose of forest use to implement investment projects in the province; a list of land plots for bidding for projects using land; a list of land plots expected to implement pilot commercial housing projects in the province in 2025.

Submit to the Provincial People's Council for consideration and decision to abolish a number of resolutions issued by the Provincial People's Council in accordance with legal regulations, including: Resolution No. 07/2017 on regulations on distance and area as a basis for determining students who cannot go to school and return home during the day; Resolution No. 06/2025 on support policies for officials and civil servants who enjoy regimes and policies according to regulations in Decree No. 177 of the Government; Resolution No. 07/2025 on support for non-professional officials at the commune level in implementing the arrangement of the apparatus and administrative units in the province.

In addition, reorganize the system of Quang Tri Province Inspectorate; adjust the investment policy for the Coastal Road project connecting the East-West Economic Corridor - Phase 1; stop the investment policy for the Ly Ton - Ta Long commune flood overpass project; extend the capital allocation time for the project of the road connecting An Mo bridge to the memorial site of General Secretary Le Duan.

The meeting spent a lot of time discussing the contents submitted by the Provincial People's Committee to the Provincial People's Council for consideration and approval, and the Provincial People's Committee explained the issues of interest to the meeting. On that basis, the meeting passed 21 resolutions, including 20 submissions, draft resolutions of the Provincial People's Committee and 1 resolution on personnel work with high consensus.

Speaking at the closing session, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang affirmed: The resolutions passed by the Provincial People's Council at the 32nd session are an urgent legal basis for the Provincial People's Committee to allocate capital among new levels of government after the reorganization and among ongoing programs and projects to promote the effective use of state budget capital.

In addition, the resolution is timely, necessary, strategic, serving the management, operation and development of infrastructure, socio-economic of the province in the coming period. These contents demonstrate proactiveness, timeliness, flexibility, ensuring the transfer process is not interrupted, meeting immediate requirements and long-term orientation.

Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang affirmed that the 32nd session is not only a thematic session, but also a historical milestone of the People's Council of Quang Tri province (old) term VIII, the last session before the time of administrative boundary consolidation.

Over 35 years since the re-establishment of the province, the People's Council of Quang Tri province has always accompanied the authorities at all levels and the people to overcome many difficulties and challenges, step by step building a Quang Tri with many changes, steadfast and full of aspirations to rise up.

Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang requested to enter a new era, facing many great opportunities, but also many challenges, requiring each unit, each People's Council delegate, each cadre, civil servant and public employee to uphold greater responsibility, determination, dedication and devotion.

Propose that the Provincial People's Committee and sectors and localities, immediately after this session, urgently organize the synchronous and effective implementation of the resolutions that have just been passed, ensuring progress, quality and soon putting the policies into practice.
