In his opening remarks at the session, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Nguyen Dang Quang, emphasized: This session is taking place at a very special time, when the entire political system is highly focused and urgently completing the final tasks to officially put the new administrative units into operation under the two-tiered local government model from July 1, 2025.

The meeting will consider and decide on a number of urgent and emerging issues within its jurisdiction as stipulated by law, in order to ensure that the newly merged commune-level and provincial governments of Quang Tri can operate immediately, preventing the accumulation of important tasks and disruptions in serving the people and businesses.
In addition, it is necessary to promptly address difficulties, obstacles, and bottlenecks in the operation of the two-tiered government after the transition from the three-tiered government model; and at the same time, effectively implement tasks and solutions to accelerate the progress of project implementation, promote the disbursement of investment capital, and serve socio-economic development in the province.

Speaking at the session, Acting Chairman of the Provincial People's Committee Hoang Nam stated that, based on the province's practical situation and the requirements for developing various sectors and fields in the context of implementing the Party and Government 's policy on organizing local government at two levels, the Provincial People's Committee submitted 20 items to the session for consideration and approval.
Specifically, in order to implement the Law on Organization of Local Government and the Law on State Budget recently passed by the National Assembly, the following will be implemented: decentralization of revenue sources, expenditure tasks, and percentage allocation of revenue between budget levels; transfer of the medium-term public investment plan for 2021-2025 and annual plans of the district level into the medium-term and annual public investment plans of the provincial budget; allocation and adjustment of the medium-term plan for 2021-2025 and the plan for 2025 for national target program funds, local budget balance funds; funds allocated for transitional projects implemented over two medium-term periods; adjustment of local budget revenue and expenditure estimates for 2025; settlement of local budget for 2024...

In accordance with the Land Law, the Forestry Law, and the practical requirements of the locality, submit the list of land acquisition projects, projects using rice land, production forest land, and protection forest land for other purposes; projects involving the conversion of forest land for investment projects in the province; the list of land areas for bidding on land-use projects; and the list of land areas planned for pilot commercial housing projects in the province in 2025.

The Provincial People's Council is requested to consider and decide on the repeal of several resolutions issued by the Provincial People's Council in accordance with the law, including: Resolution No. 07 of 2017 on regulations regarding distance and geographical areas as a basis for determining students who cannot travel to and from school within the same day; Resolution No. 06 of 2025 on support policies for officials and civil servants entitled to benefits and policies as stipulated in Government Decree No. 177; and Resolution No. 07 of 2025 on support for part-time officials at the commune level in implementing the reorganization of the administrative apparatus and units in the province.

In addition, the Quang Tri Provincial Inspection Agency system will be reorganized; the investment policy for the East-West Economic Corridor Coastal Road project - Phase 1 will be adjusted; the investment policy for the Ly Ton - Ta Long flood-resistant bridge project will be halted; and the funding allocation period for the An Mo Bridge connecting to the General Secretary Le Duẩn Memorial Area will be extended.

The session devoted considerable time to discussing the contents submitted by the Provincial People's Committee to the Provincial People's Council for consideration and approval. The Provincial People's Committee also provided explanations on issues of concern to the session. Based on this, the session adopted 21 resolutions, including 20 submissions and draft resolutions from the Provincial People's Committee and one resolution on personnel matters, with high consensus.

In his closing remarks at the session, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Nguyen Dang Quang, affirmed: The resolutions passed by the Provincial People's Council at its 32nd session provide an essential legal basis for the Provincial People's Committee to allocate funds between the newly reorganized levels of government and between ongoing programs and projects, thereby maximizing the effective use of state budget funds.
Furthermore, the resolutions are timely, necessary, and strategic, serving the management, operation, and development of the province's infrastructure and socio-economic development in the coming period. These contents demonstrate proactiveness, timeliness, and flexibility, ensuring an uninterrupted transition process, meeting immediate requirements and long-term orientations.

Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang affirmed that the 32nd session is not only a thematic session, but also a historical milestone of the People's Council of Quang Tri province (old) term VIII, the last session before the time of administrative boundary consolidation.
More than 35 years since the re-establishment of the province, the People's Council of Quang Tri province has always accompanied the authorities at all levels and the people to overcome many difficulties and challenges, step by step building a Quang Tri with many changes, steadfast and full of aspirations to rise up.
The Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Nguyen Dang Quang, emphasized that entering a new era, facing many great opportunities but also numerous challenges, requires each unit, each member of the Provincial People's Council, and each official and employee to uphold their responsibility, determination, commitment, and dedication even more.
It is recommended that the Provincial People's Committee and sectors and localities, immediately after this session, urgently organize the synchronous and effective implementation of the resolutions that have just been passed, ensuring progress, quality and soon putting the policies into practice.
