- On the morning of November 10, the Provincial People's Council held the 43rd session (special session) to decide on a number of important contents.

Comrades: Doan Thi Hau, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council; Duong Xuan Huyen, Member of the Standing Committee of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Council; Nguyen Van Truong, Vice Chairman of the Provincial People's Council co-chaired the meeting.
Attending the meeting were comrades Ho Tien Thieu, former Deputy Secretary of the Provincial Party Committee, former Chairman of the Provincial People's Committee; Nguyen Hoang Tung, member of the Provincial Party Standing Committee, Chairman of the Provincial Vietnam Fatherland Front Committee; comrades of the Provincial Party Standing Committee; leaders of provincial departments, branches and sectors and delegates of the Provincial People's Council.


In the program, the meeting carried out the process of introducing personnel to elect members of the Provincial People's Committee for the 17th term, 2021 - 2026, for comrade Bui Quoc Khanh, Director of the Department of Industry and Trade.

Next, the meeting listened to the specialized agencies of the Provincial People's Committee present draft resolutions of the Provincial People's Council and the appraisal reports of the Provincial People's Council committees on contents such as: adjusting the public investment plan and capital plan to implement national target programs for the period 2021 - 2025 and 2025; regulating tuition fees for public preschool and general education institutions for the 2025 - 2026 school year; deciding on the policy of changing the purpose of forest use to other purposes; regulating the authority to decide on investment and procurement of information technology application activities using regular expenditure funds from the State budget under the management of Lang Son province...




After listening to the reports, presentations and audit reports, the Provincial People's Council delegates discussed, agreed and voted to pass 11 resolutions, including 1 resolution on personnel work; 3 resolutions on policy mechanisms; 3 resolutions on public investment, budget, and conversion of forest use purposes; 4 resolutions on regulations on authority, authorization, and abolition and amendment of resolutions.

In his closing speech, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council stated: Immediately after this meeting, the Provincial People's Committee, departments, branches and localities will urgently implement the resolutions that have just been passed; soon concretize them with programs and plans, ensuring that the resolutions come to life, meeting the development requirements and aspirations of the people.
He requested the Provincial People's Committee and relevant agencies to proactively complete reports, submissions, and draft resolutions on schedule and in accordance with regulations, ensuring that the contents presented at the Provincial People's Council meeting at the end of the year are thoroughly prepared in terms of content, comprehensive, objective, and close to the practical situation. The Provincial People's Council committees continue to closely coordinate with departments, branches, and sectors in preparing the contents presented at the meeting.
Regarding the questioning and supervision work at the session, he requested the provincial People's Council delegates to strengthen research, grasp the grassroots reality, accurately reflect the issues of concern to voters; choose focused and key questioning content, delve into the effectiveness of management and responsibility of leaders.
Specifically, the Standing Committee of the Provincial People's Council agreed to select a number of groups of issues to focus on questioning at the meeting at the end of 2025, such as the implementation of public investment projects, off-budget projects, investment projects in the form of public-private partnerships that are behind schedule, have backlogs, and are stuck; the operation of the 2-level local government model in the province; the preparation of human resource training for the operation of established industrial parks and clusters, etc.
He requested that the delegations and provincial People's Council delegates maintain regular contact with voters, listen fully and honestly reflect the opinions and aspirations of the people; coordinate with the competent agencies to urge the final resolution of issues that voters have repeatedly raised. At the same time, continue to thoroughly grasp the directives of the Central Government and the province to ensure the successful organization of the election of National Assembly deputies and People's Council deputies at all levels in the next term.
He also requested all levels, sectors, and provincial People's Council delegates to continue promoting the spirit of solidarity, proactiveness, creativity, and making the highest efforts to successfully complete the set goals and plans.
43rd SESSION, PROVINCIAL PEOPLE'S COUNCIL PASSED 11 RESOLUTIONS: *Group I: on personnel work (1 resolution) 1. Resolution on confirming the election results of the Provincial People's Committee members for the 17th term, 2021 - 2026 (for comrade Bui Quoc Khanh, Director of the Department of Industry and Trade) *Group II: on mechanisms and policies (3 resolutions) 1. Resolution on tuition fees for public preschool and general education institutions for the 2025-2026 school year in Lang Son province. 2. Resolution promulgating regulations on content and expenditure levels for domestic violence prevention and control activities in Lang Son province. 3. Resolution promulgating regulations on agricultural production support levels to restore production in areas damaged by natural disasters and plant pests; and support levels to overcome animal diseases in Lang Son province. *Group III: on public investment, budget, and conversion of forest use purposes (3 resolutions) 1. Resolution on adjusting the public investment plan and capital plan to implement national target programs for the 2021-2025 period and 2025. 2. Resolution on adjusting Resolution No. 41/NQ-HDND dated July 15, 2025 of the Provincial People's Council on adjusting the state budget revenue estimates in the area, local budget revenue and expenditure estimates, and local budget allocation plan for 2025. 3. Resolution deciding on the policy of converting forest use to other purposes in Lang Son province. *Group IV: on regulations on authority, authorization and repeal, amendment of resolutions (4 resolutions) 1. Resolution on Regulations on authority to decide on investment and procurement of information technology application activities using regular expenditure funds from the state budget under the management of Lang Son province. 2. The Resolution stipulates the scope of duties and powers of the Chairman of the People's Committee at the commune level authorized to civil servants of the People's Committee at the commune level to perform in the field of certification in Lang Son province. 3. Resolution on abolishing Resolution No. 11/2024/NQ-HDND dated July 23, 2024 of the Provincial People's Council regulating the authority to decide on the procurement of assets for science and technology tasks using the state budget; procurement of goods and services for science and technology funding sources under the management of Lang Son province. 4. Resolution on amending a number of articles in Resolution No. 18/2024/NQ-HDND dated October 30, 2024 of the Provincial People's Council regulating land policies for ethnic minorities living in Lang Son province. |
