According to the Geneva Agreement, our country was temporarily divided into two regions, with the 17th parallel as the temporary boundary. The two regions had to be unified before July 1956 through a "self-made and democratic" general election. The French army had to withdraw from the North and the Viet Minh had to withdraw from the South within 300 days; the people had the right to choose whether to live in the North or the South, during which time they were free to move around. It was strictly forbidden for troops to invade Vietnamese territory. An International Supervisory Commission including Poland, India and Canada would supervise the implementation of the terms of the Agreement. The assembly and transfer locations in the South were chosen in three areas: Ham Tan (Xuyen Moc), Cao Lanh (Dong Thap) and Ca Mau .

Ca Mau is the 200-day gathering area of the Southwest war force, including the old liberated areas and the newly managed areas such as: Ca Mau town, Ak Van, Gia Rai, Hoa Binh and some other markets. Following the regulations on gathering time, from January 22 to August 2, 1955, the Polish ocean-going ship Kilinxky, the ships Stavropol, ... of the Union. On August 2, 1955, at the mouth of Ong Doc river, we witnessed the architecture of the last ship leaving the port and the ceremony of giving souvenirs and making a promise to reunite after 2 years, but unexpectedly it was a ceremony lasting more than 2 decades.

The 1954 regrouping to the North was a strategic military move that could help Southern students work, study, and train to establish a revolution in the South, build a socialist North as a solid rear base to liberate the South and unify the country.
