Following the achievements in the National Target Program on New Rural Development and implementing Resolution No. 12 of the Provincial Party Committee on improving income and welfare for people, special support policies, the program to build Model Cultural Villages (LVHKM) has been widely implemented in localities, which is expected to help many households and production and business establishments boldly expand their production scale, promoting economic development in rural areas.

Supporting production, trade and service development models according to Resolution No. 06 of the Provincial People's Council, up to now, Dong Dong village, Quang Yen commune - 1 of 3 localities to build LVHKM in Song Lo district has had 18 households supported with loans to invest in production and business with a total capital of 3.5 billion VND.
The main models are business, trading in groceries, traditional herbal medicine; brewing yeast wine; raising goats, wild pigs... According to Vice Chairman of Quang Yen Commune People's Committee Vi Dinh Quang, the implementation of special support policies for building LVHKM has encouraged local people to boldly invest, change the scale and quality of economic models, bring higher income, change the appearance and improve the lives of people in rural areas.
With a loan of 200 million VND from the Transaction Office of the Social Policy Bank (CSXH) of Vinh Tuong district according to the special policy to support the construction of LVHKM, the family of Ms. Nguyen Thi Hue , Ban Mach village (Ly Nhan commune) invested in purchasing machinery and materials to develop the traditional blacksmithing profession.
Not only Mrs. Hue's family, the province's preferential loans have created conditions for many households in LVHKM Ban Mach village to have more funds to invest in machinery and equipment to expand production scale, promote increased labor productivity, create more jobs on the spot and increase income for local workers.
To support production and business establishments in investing in modern machinery and technological innovation in industrial and handicraft production, the Department of Industry and Trade has directly guided and inspected the implementation in villages and residential groups to build pilot projects; received and approved industrial promotion support models.
Mr. Do Van Doan, Director of DT Vina Automation Joint Stock Company at LVHKM Chi Chi village, Dong Cuong commune (Yen Lac) said: "Recently, the company received financial support from the Department of Industry and Trade to invest in 2 CNC electric spark steel wire cutting machines Model GS4563AC. This practical support helps the facility improve the quality and quantity of products, meeting the requirements of partners.
The Department of Industry and Trade also coordinated with a number of localities with traditional craft villages and occupations such as Ly Nhan commune (Vinh Tuong) to organize training courses on e-commerce sales to help production and business households access new sales methods and keep up with the trend of the information technology era.
Resolution No. 08 of the Provincial People's Council on approving the Project on building LVHKM in the province for the period 2023 - 2030 sets the goal: "Building LVHKM in the province to become livable places, developing synchronously, comprehensively, sustainably in terms of economy, culture, society, environment and national defense - security...; people are supported to improve their management capacity, develop production and business; access resources, scientific and technological advances, linkages in production, processing, and product consumption; create stable livelihoods and jobs on the spot, and increase income".
Therefore, in parallel with the completion of LVHKM infrastructure, the localities selected as implementation points have been focusing on concretizing resolutions, especially Resolution No. 06 of the Provincial People's Council stipulating a number of specific policies to support the construction of LVHKM in the period of 2023 - 2030; reviewing and evaluating household economic models, bringing the province's support policies to the people with support levels for economic development models such as service - trade business models; homestay and farmstay tourism models; production garden models; supporting loans for production and business development through the branches of the Bank for Social Policies, etc.
By early September 2023, all District and City Social Policy Bank Transaction Offices had disbursed loans to households to increase investment resources and expand production and business. Currently, departments and branches are continuing to closely coordinate with localities, grasp difficulties and obstacles and guide localities to implement models according to support policies, ensuring the completion of the program according to the set goals and progress, promoting economic development.
Thereby, contributing to improving people's lives, realizing the goal of building livable countryside in the area.
