Progress of intelligent transportation system on the North-South expressway in the East is slow again.

According to the report of the Ministry of Construction , for the 5 North-South expressway component projects under the form of public investment in the 2017-2020 period, including: Mai Son-National Highway 45, National Highway 45-Nghi Son, Nghi Son-Dien Chau, Vinh Hao-Phan Thiet and Phan Thiet-Dau Giay, the traffic monitoring and control system has started construction since the end of March and early April 2025. The contractor is conducting surveys, preparing construction protection design documents, casting prefabricated concrete structures, column foundations and gantry foundations, expected to be completed by the end of September 2025. The equipment bidding packages have opened bids, completing contractor selection by the end of April 2025, 20 days later than the direction of the Minister of Construction.

The reason for the delay was pointed out by the Department of Construction Investment and Management as the time for evaluating bid documents had to be extended to clarify some contents of the bid documents. According to the plan, these bid packages were to be completed by the end of October 2025. As for the bid package providing shared software, the Thang Long Project Management Board approved the budget on March 21, approved and issued the bidding documents on March 27, and is expected to complete the selection of contractors on May 15, 2025, 35 days later than the direction of the Minister of Construction.

With 12 North-South Expressway component projects in the 2021-2025 period, the selection of design consultants and appraisal consultants has been completed, of which 10/12 projects have signed contracts, 2 component projects with Thang Long Project Management Board as the investor approved the results of selecting design consultants on April 22, signed contracts at the end of April 2025, 20 days later than the direction of the Minister of Construction.

Currently, 12/12 component projects are being implemented by investors to implement the traffic monitoring and control system, and it is expected that the approval of design documents and estimates of 6 component projects including: Van Ninh-Cam Lo, Quang Ngai-Hoai Nhon, Hoai Nhon-Quy Nhon, Quy Nhon-Chi Thanh, Chi Thanh-Van Phong, Van Phong-Nha Trang will be completed in May 2025. Four component projects including: Vung Ang-Bung, Bung-Van Ninh, Can Tho-Hau Giang, Hau Giang- Ca Mau are expected to complete the approval of design documents and estimates in early June 2025 (8-14 days late), the remaining 2 component projects Bai Vot-Ham Nghi, Ham Nghi-Vung Ang will be completed at the end of June 2025 (22 days late).

Since the end of 2024, the Ministry of Construction has issued many documents urging and directing investors to speed up progress but the progress is still slow. To ensure the completion of investment in the construction of the intelligent traffic management system, toll stations and vehicle load control system before October 31, 2025; system integration, trial operation,... from November 1 to December 31, 2025 and toll collection from January 1, 2026, the Department of Economics and Construction Investment Management recommends that the Ministry of Construction request project management boards to urgently complete the selection of contractors and start construction of equipment supply and installation packages to ensure the completion of the entire system before October 31, 2025.

Project management boards shall develop detailed plans to implement work contents to ensure the completion of all construction, equipment and software installation work before October 31, 2025, to have at least 2 months (from November 1 to December 31, 2025) for trial operation, system integration, system accuracy assessment, training and technology transfer, acceptance and handover of the system to the Vietnam Road Administration for management and operation.
