
Comrade Y Thanh Ha Nie Kdam, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, and Deputy Secretaries of the Provincial Party Committee: Dang Hong Sy, Bui Thang, and Luu Van Trung co-chaired the conference.
Attending the Conference were representatives of the Central Organizing Committee, leaders of the People's Council - People's Committee - Vietnam Fatherland Front Committee of the province, the National Assembly Delegation of the province, relevant departments, branches, organizations and units.

The conference aims to comprehensively evaluate the results achieved in implementing Resolution No. 18, especially in the work of arranging and streamlining the organizational apparatus; streamlining the payroll; restructuring the team of cadres, civil servants and public employees in Party and government agencies, the Fatherland Front, socio -political organizations and mass organizations assigned by the Party and State from provincial to grassroots levels.

After nearly 8 years of implementing Resolution 18, the work of reorganizing the apparatus, streamlining the payroll and restructuring the team of cadres, civil servants and public employees has achieved many clear results.
Lam Dong province, along with Binh Thuan and Dak Nong provinces (before the merger), proactively and synchronously implemented the merger of agencies and units within the Party, Fatherland Front and socio-political organizations.
At the same time, the province established the Party Committee of Provincial Party Agencies and the Party Committee of the Provincial People's Committee; merged the Propaganda Department with the Provincial Party Committee's Mass Mobilization Department, streamlined the administrative apparatus, and improved operational efficiency.

In the government sector, departments and branches are consolidated to reduce the number of focal points and increase operational efficiency; many public service units are merged, dissolved or reorganized appropriately.
Regarding streamlining the payroll, in the 2015-2021 period, Lam Dong province reduced more than 3,400 payrolls, reaching over 10%; in the 2022-2025 period, it continued to reduce nearly 2,000 payrolls, reaching 7%, ensuring compliance with the Politburo's policy.

After the merger, Party committees, Party organizations, agencies and units promptly completed their organizations, issued operating regulations, and ensured the unified and effective operation of the political system.
As of August 30, 2025, the total number of cadres, civil servants, public employees, and workers who have retired after being reorganized according to regulations is 3,239 people; of which, the Party and mass organizations: 1,214 people, the Government: 2,025 people.

The total number of cadres, civil servants, public employees and workers who have had decisions on payment of regimes and policies when leaving work according to regulations is 2,310 people, with a total payment amount of more than 2.3 trillion VND.
Implement staff streamlining according to Decree No. 154/2025/ND-CP for 727 non-professional commune-level workers who quit their jobs after reorganization.

In addition to the achieved results, the Conference also frankly acknowledged a number of shortcomings and limitations that need to be overcome, such as: Some units and fields are still confused in the process of organizational arrangement; the workload at the commune level is increasing rapidly, while cadres have not been trained and fostered in a timely manner; the assignment and arrangement of cadres in some localities is not reasonable; some regulations and instructions from the Central Government are still slow to be issued, affecting the progress of implementation.
At the Conference, many delegates gave frank and enthusiastic opinions, analyzed and clarified outstanding results, pointed out limitations, difficulties, and problems, and proposed specific tasks and solutions to continue to effectively implement tasks in the coming time.

Concluding the Conference, Provincial Party Secretary Y Thanh Ha Nie Kdam requested all levels and sectors to continue strictly implementing Resolution No. 18, determined to build a streamlined organization and apparatus that operates effectively and efficiently.
Linking organizational arrangement with innovation in leadership methods, promoting decentralization, administrative reform and digital transformation, to improve service quality for people and businesses.
Agencies and units need to closely follow the direction of the Central and Provincial Party Committees, synchronously deploy the arrangement of public service units and state-owned enterprises, ensuring progress and regulations.

The Provincial Party Secretary suggested focusing on building a team of "both red and professional" cadres, enhancing training and professional development, especially in the fields of information technology, finance, investment, land administration, and construction, to meet the requirements of two-level governments operating effectively, close to the people, and for the people.
Focus on directing the review of planning, removing difficulties, speeding up the progress of projects and socio-economic development programs; creating a favorable environment to attract investment, encourage innovation, develop production and business; strive to complete the goals and targets for 2025 and the next period.

At the same time, review, supplement and complete the action program to implement the Resolution of the Party Congresses at all levels, ensuring consistency with the Central's direction, consistent with local realities, with specific goals, targets, roadmaps, clear responsibilities and implementation progress.
Continue to perfect and improve the effectiveness of the two-level local government model, ensuring smooth, effective operation, close to the people, and serving the people.
Strengthen propaganda work, ideological orientation and public opinion; create high unity within the Party and consensus among the people; strengthen people's trust in the correct policies of the Party and the province in the process of reorganizing the apparatus and building a government serving the people.
It is necessary to concentrate resources and deploy synchronous solutions to overcome shortcomings in organizational structure, payroll, staff arrangement and digital transformation infrastructure. The operation of commune-level authorities must be smooth, effective, and not stagnant, measured by the satisfaction of people and businesses.
It is necessary to review and correctly assess the current situation of the communal-level staff, especially their leadership and management capacity; at the same time, arrange and assign personnel in accordance with practical requirements and the two-level government model. In the immediate future, ensure sufficient civil servants at communal-level administrative agencies, promptly fill in any vacancies, especially those directly serving the people and businesses.

Continue to strengthen the executive committee, standing committee, leadership of the People's Council, People's Committee and specialized departments at the commune level that are still vacant; at the same time, transfer civil servants between communes and wards in accordance with their capacity, expertise and job requirements.
Strengthen training and professional development for cadres and civil servants, especially in the fields of information technology, digital transformation, finance, investment, land administration, construction and justice, to improve public service performance capacity and meet the requirements of two-level government.
At the same time, review, arrange, and convert the functions of unused headquarters after the merger; synthesize the need for public housing for appropriate arrangement. Prioritize investment and equipping of facilities and information technology equipment for commune level, meeting the requirements of working on digital platforms, effectively serving management and operation work.

The results achieved demonstrate the correct and timely leadership of the Central and Provincial Party Committees, the efforts and creativity of Party committees at all levels, authorities, Fatherland Front, unions and people in the whole province.
This is an important premise for Lam Dong province to continue to effectively implement new policies and resolutions of the Central Government for the 2025 - 2030 period, towards the goal of building a streamlined government apparatus that operates effectively and efficiently, serving the people better and better.
On this occasion, 4 collectives and 9 individuals were awarded Certificates of Merit for their outstanding achievements in implementing Resolution 18 of the 12th Party Central Committee.
