Lam Dong: Sentosa Villa project is more than 11 years behind schedule

On December 1, Lam Dong Provincial Inspectorate concluded that the Sentosa Villa Project (Mui Ne Ward) is facing difficulties, obstacles, slow progress, and risks causing loss and waste.

The Sentosa Villa project has basically built the technical infrastructure. However, the project is 11 years behind schedule but Saigon Investment Limited Company (the investor) has not notified the management agency in writing about the reason and the deadline for the extension of the project implementation as prescribed.

In addition, the project's construction items were built on land for other perennial crops without a construction permit; not in the case of exemption from a construction permit, which is a violation of regulations.

In addition, the project does not meet the conditions to put future real estate into business according to regulations, but the company has signed many contracts in the form of "capital contribution cooperation" and "buying and selling future villas" with many customers with a value of nearly 230 billion VND.

To resolve the difficulties, the Provincial Inspectorate recommended that the Chairman of the Provincial People's Committee assign the Department of Finance to advise the Provincial People's Committee to propose to the Central Steering Committee 751 to consider and approve the investor to continue investing in the project in accordance with the prescribed legal procedures.

In case the project is approved to continue, the Chairman of the Provincial People's Committee shall direct the Department of Finance to guide the investor to adjust the project with the objectives of trade, services, resort tourism and commit to the completion schedule. The Department of Finance shall advise the Provincial People's Committee on the plan to recalculate the amount of land use conversion fee paid by the investor to refund or offset financial obligations according to regulations when the State revokes the approved decisions on land use conversion.

At the same time, the investor proactively contacted relevant departments and branches to carry out legal procedures on investment, land, and construction of the Sentosa Villa project. In addition, the company organized work with customers who signed contracts such as: "Capital contribution cooperation", "purchase and sale of future villas" to promptly inform, have a plan to handle and resolve satisfactorily, and avoid complaints , lawsuits, and disputes in the locality.
