On August 25, Ca Mau Provincial Party Committee coordinated with Ho Chi Minh City National University to organize a workshop to contribute opinions to the documents of the Ca Mau Provincial Party Congress for the 2025-2030 term.
Speaking to contribute her opinion, Ms. Le Thi Ai Nam, former Standing Deputy Secretary of Bac Lieu Provincial Party Committee, said that the congress documents should pay attention to and inherit the orientations, plans, and breakthroughs from the socio-economic development pillars that Ca Mau and Bac Lieu provinces had previously identified. If they are still considered suitable, they should continue to be implemented.
"Merging two provinces does not mean completely renewing but inheriting previous achievements, orientations, goals, and breakthroughs that are still relevant today. The five pillars of Bac Lieu in the past were high-tech agriculture with a focus on rice and shrimp; clean energy, renewable energy; high-quality healthcare and education; marine economy ; tourism. These five pillars are currently suitable when compared to the new Ca Mau province because they contribute to exploiting the full potential and strengths of the new Ca Mau province," said Ms. Ai Nam.
Ms. Ai Nam also believes that the orientation of aquaculture development, with the shrimp industry as the spearhead, and the planning of shrimp farming areas are in line with the strengths of Ca Mau province. Currently, Ca Mau has 3 types of shrimp that are "almost the best in the country", namely whiteleg shrimp, black tiger shrimp, and giant freshwater shrimp, all of which have high quality products and large farming areas. However, Ms. Ai Nam believes that it is necessary to aim at forming a value chain linking the shrimp industry from farming to processing and exporting.
"Currently, the whole province has 78 enterprises with 89 seafood processing and exporting factories, but most of them are small, with an expected export turnover of 2.6 billion USD, mainly from the shrimp industry. This scale is not worthy of the shrimp capital because we have the largest area and output in the country.
I recommend paying attention to attracting strong investment in shrimp logistics services, especially building the brand of Ca Mau shrimp and Ca Mau crab as clean and high-quality products. Every year we organize shrimp and crab festivals not only to sell domestically but also for export. We need to find a way to make it so that when talking about shrimp and crab, foreign and domestic customers immediately think of Ca Mau shrimp and Ca Mau crab," Ms. Ai Nam suggested.
Dr. Tran Huu Hiep - Vice President of the Mekong Delta Tourism Association - suggested that tourism should be included in the congress documents and be a strategic pillar in the next 5 years so that Ca Mau can become a new starting point for tourism in the region and the whole country, even though the province is at the bottom of Vietnam.
Mr. Hiep proposed four solutions for tourism in Ca Mau province in the coming time, including: green transition, resource conservation; infrastructure investment with integrated transport infrastructure; product innovation and brand building; human resource development, foreign language training, tourism skills, professionalism and attracting external resources.
Speaking at the workshop, Secretary of the Ca Mau Provincial Party Committee Nguyen Ho Hai said that after the merger, the space and land of Ca Mau province has been expanded with many potentials and outstanding advantages. The Provincial Party Committee highly expects that the first congress document after the merger will truly be a strategic plan, shaping a new position, orienting the long-term and sustainable development of the province, making Ca Mau province a center of comprehensive and dynamic development, worthy of its position as the southernmost province of the Fatherland.
"The Provincial Party Committee will seriously absorb all comments and contributions so that the documents of the Provincial Party Congress for the 2025-2030 term are truly an epic of development, opening a new period with many new achievements, continuing to promote the traditions of the heroic homeland," said Mr. Hai.
