The Ministry of Education and Training proposed to add an allowance of 15% for support and service positions (library, clerical...), 20% for shared professional titles (accounting, medical ...) and 25% for specialized titles.

However, currently, school staff's income is still under the salary policy under Decree No. 204/2004/ND-CP. Most staff positions apply the salary scale of type B or A0 civil servants, which are the two lowest salary scales among the salary scales of cadres, civil servants, and public employees.
A few positions are covered by the A1 employee salary scale, such as student counselors, accountants, clerks, and librarians.
In addition to salary, some staff positions are entitled to other allowances such as accountants and cashiers are entitled to a responsibility allowance of 0.1 compared to the basic salary; chief accountants are entitled to a responsibility allowance of 0.2 compared to the basic salary; equipment, laboratory and library staff are entitled to a toxic allowance of 0.2 compared to the basic salary; school health workers are entitled to a 20% job incentive allowance.
Basically, school staff only receive a salary based on the basic salary coefficient without additional professional allowances or seniority allowances like teachers. The lowest salary for school staff is estimated at around 4.3 million.
With the current income level and job requirements,educational institutions find it difficult to recruit full-time staff positions. Staff duties to support teaching and education activities are not complete, timely and of the required quality.
Previously, Thanh Nien had a series of articles reflecting the feelings of school staff, expressing that the salary was too low, without any preferential allowances like other positions in the school, making them very worried and not confident in their work. Many school leaders also worried that without preferential allowances, it would be difficult to recruit and retain staff in the school.
