Adapting to this trend, the Industry and Trade sector has proactively implemented many solutions to promote domestic consumption through supporting businesses; stimulating consumption and promoting the consumption of Vietnamese goods. The Department has guided businesses to take full advantage of the State's tax policy incentives; business support programs; prioritized administrative reforms, created conditions for businesses to register for promotional programs; expanded branches; completed sample contracts... At the same time, it requested and guided businesses producing and supplying essential goods in the province to participate in national stimulus and promotion programs and proactively organized many activities to stimulate product consumption throughout the year... to boost consumption of goods and increase revenue. On that basis, businesses often organize many promotional activities applied to different product lines with attractive forms: discounts, points accumulation, gifts, vouchers, flat-price sales, preferential policies exclusively for member customers or online shopping... to stimulate consumption.
At GO! Nam Dinh supermarket, since the beginning of the year, a series of promotions and discounts have been implemented to stimulate consumer demand, such as maintaining regular and rotating promotions and discounts on hundreds of products, mainly in the essential goods group. Currently, the supermarket is implementing the "Early Market Discount" program with a 10% discount (including promotional items) on all fresh products purchased between 8-10 am, applied from Monday to Friday every week. In addition, the supermarket also has many special promotions such as: direct discounts from 10-49%, "buy and get free", "buy more, save more" for dry foods, technological foods, groceries, fashion , etc. Currently, the unit is developing a plan to organize promotional programs to boost people's purchasing power in the last months of 2025.
Along with stimulating consumption, the Department of Industry and Trade also plays a good role in leading consumers to prioritize using Vietnamese goods by mobilizing and encouraging businesses and goods distribution units in the province to respond to the Campaign "Vietnamese people prioritize using Vietnamese goods"; organizing activities to display and promote products with Vietnamese brands, local strengths; bringing Vietnamese goods to rural areas; building points of identification and selling Vietnamese goods... Thereby, helping businesses develop production and business activities and expand consumption markets; creating conditions for consumers to buy good quality products at the most reasonable prices. Through these programs, many businesses producing and supplying goods in the province have used each other's products and services to take advantage of local raw materials, reduce pressure on production costs and create opportunities for other businesses to develop together. In which, Minh Duong Company Limited cooperates with people in Vu Ban, Y Yen, Truc Ninh districts to build corn, potato... material areas for production. Bach Coc Youth Cooperative, Thanh Loi Commune (Vu Ban) uses the salt products of Southeast Asia Food Processing and Trading Joint Stock Company (Nam Dinh city) as raw materials for processing salted apricots.
In addition, the Industry and Trade sector has focused on removing difficulties and obstacles for local enterprises in the production and business process, helping enterprises to unclog goods sources, find output for products and goods, contributing to expanding and effectively exploiting the domestic consumer market. In particular, the sector has strengthened the organization of trade transactions and trade connections of a regional nature, creating opportunities for enterprises in the province to meet, exchange and seek partners to promote the consumption of quality local products and goods with provinces and cities across the country. At the same time, building online trading programs on e-commerce platforms with the goal of supporting enterprises, cooperatives and economic sectors to develop goods distribution channels through digital platforms...
Efforts to promote domestic consumption have contributed to stabilizing the market situation in the province and maintaining growth momentum. Total retail sales of goods and service revenue in the first 4 months of 2025 reached VND 28,601 billion, up 14.8% over the same period last year. Of which, retail sales of goods were VND 25,312 billion, accounting for 88.5% of the total and up 14.3% over the same period last year. Some commodity groups had high growth rates: Food and foodstuffs increased by 23.9%; garments increased by 19.3%; household appliances and equipment increased by 14.6%; cultural and educational items increased by 17.4%; wood and construction materials increased by 5.4%; gasoline and oil of all kinds increased by 6.2%; other fuels increased by 0.2%; precious stones, precious metals and products increased by 30.8%; Other goods increased by 20.7%. Along with that, the consumption index of the entire processing and manufacturing industry increased by 216.09% compared to the same period last year. Some industries had a sharp decrease in inventory index compared to the same period last year: Production of paper and paper products decreased by 51.90%; food processing production decreased by 40.79%; production of precast metal products (except machinery and equipment) decreased by 34.76%; production of beds, cabinets, tables and chairs decreased by 4.74%.
In the coming time, the Industry and Trade sector will continue to strengthen digital transformation to promote trade, encourage green and sustainable consumption, expand intra-provincial and inter-provincial value chains, in order to create a healthy, stable and long-term development consumer ecosystem.
