At the conference to deploy projects on human resource development and cooperation between "3 Houses" (School - State - Enterprise) held today, June 14, Dr. Dang Van Huan, Deputy Director of the Department of Higher Education ( Ministry of Education and Training ) said that the Ministry is developing a master plan to deploy the project on training human resources to serve high-tech development in the period 2025 - 2035.

The general view of the project is to expand high-level, high-quality training in STEM (science, technology, engineering, mathematics) fields to meet the diverse needs of human resource structure in high-tech fields.
Focus on training and fostering talented people in basic science, engineering and key technology sectors directly serving the development of strategic technology and prioritized high technology.
Mr. Huan said that the Ministry aims to increase the scale of training in STEM fields by 2030, especially basic sciences and fields related to digital technology , artificial intelligence and biotechnology. Of which, the proportion of STEM learners accounts for 35%; basic sciences 2.5%; digital technology 18%; Engineers, masters ≥10%; PhD ≥1%.
At the same time, training in key industries/specialties such as information technology is about 80,000 people/year (10% post-graduate). Artificial intelligence is 8,000 people/year (20% post-graduate). Biology, biotechnology is 5,000 people/year (20% post-graduate).
Breakthrough solutions for training talents associated with developing strong research groups have been proposed by the Ministry of Education and Training, such as attracting 2,000 STEM PhDs from abroad; training strategic technology talents of 5,000 engineers and masters/year; 500 PhDs/year; 20% specializing in AI; at least 30 recognized strong research groups (20 strategic technology groups).
Regarding the implementation direction, Mr. Huan shared that this June, the Ministry of Education and Training will complete tasks such as developing a master plan to implement the project; developing and promulgating standards for talent training programs; developing evaluation criteria for selecting training programs and training facilities participating in talent training; providing registration instructions, organizing the selection of training facilities and assigning talent training targets.
Next September, the Ministry will submit to the Government amendments and supplements to regulations on tuition policies, scholarships, and science and technology activities to facilitate STEM human resource training and talent training. Implement the tasks and solutions of the Project, synthesize and report to the Prime Minister annually, including proposing solutions to remove difficulties and obstacles (if any).
Thus, for the first time, university training institutions in Vietnam have standards for talent training programs. Currently, each training institution sets its own standards. For example, the University of Natural Sciences (Vietnam National University, Hanoi) has a program for training talented science bachelors; Hanoi University of Science and Technology has an elite training program (Elitech)...
