The conference was organized in a combination of in-person and online formats connecting with 600 points of the Departments of Education and Training; universities and vocational education institutions across the country.
Speaking at the launch of the emulation movement, Deputy Minister of Education and Training Nguyen Van Phuc emphasized: Digital transformation is no longer an option but has become an inevitable requirement, an irreversible trend, determining national competitiveness and sustainable development of the country. Especially in the field of education, digital transformation opens up unprecedented opportunities to improve the quality of teaching and learning, innovate educational methods, personalize learning pathways, and expand access to knowledge for all people.
Continuing to promote the achieved results, the education sector identifies digital transformation as a continuous and urgent task. According to the Deputy Minister, the Party and the State have issued many important guidelines and policies on national digital transformation, in which education is identified as one of the pioneering fields. In recent times, the education sector has implemented this important task and achieved some outstanding results such as: building and putting into operation a database for the entire sector; deploying shared application platforms for state management, school administration, teaching, testing, online assessment, digital learning materials warehouse, providing online public services, cashless payments and developing digital capacity throughout the sector.

However, in order for digital transformation to truly go into depth and bring sustainable efficiency, the education sector is still facing many difficulties and challenges that need to be focused on solving in the coming time. These include the lack of network infrastructure, equipment and Internet connection; resource mobilization for digital transformation is still limited in both human resources and finance; digital capacity is uneven; the industry-wide database needs to be updated regularly, ensuring smooth connection with national databases, specialized databases, etc.
In order for the emulation movement to be widely deployed and achieve practical results, Deputy Minister Nguyen Van Phuc called on Party committees and local authorities at all levels to continue to pay attention, closely direct, and create all favorable conditions in terms of mechanisms, policies and resources.
In that spirit, the Departments of Education and Training and educational institutions need to proactively develop specific action plans and programs, suitable to the practical conditions of each unit and locality; promote the spirit of innovation, creativity, daring to think, daring to do, daring to take responsibility in carrying out the task of digital transformation. In particular, each cadre and teacher must be a pioneer in learning and applying digital technology to work and teaching; at the same time become active in spreading digital knowledge and skills to the community.
Along with that, each student needs to proactively learn and practice digital skills, become exemplary and responsible digital citizens; actively participate in volunteer activities, guide relatives and the community to access and effectively apply digital technology in life.
The conference was also an opportunity for localities and educational units to exchange and learn from each other's experiences in implementing emulation movements. Representatives from a number of Departments of Education and Training, higher education institutions, vocational education and general education shared many initiatives and practical solutions; demonstrating the determination to strongly spread the spirit of innovation and digital transformation to every cadre, teacher, student and citizen, contributing to promoting digital transformation in the whole sector effectively and sustainably.
Some outstanding results in digital transformation in the Education sector:
- Since 2018, the education sector has built a database for the entire general education sector and connected it to the National Population Database, authenticating information for more than 23 million teachers and students.
- In 2022, continue to deploy the Higher Education Database System (HEMIS), digitize data on learners, lecturers, training programs and scientific publications.
- In 2023, the Ministry of Education and Training will operate an online public service system, providing 95 procedures through the National Public Service Portal, including: high school graduation exam registration, university admission, residence confirmation, recognition of foreign degrees, etc.
- The Ministry has built a shared digital science repository, developed an open online course system, issued a digital competency framework and a plan to implement the "Digital Literacy for All" movement, along with digital transformation projects for the coming period.
- The industry also promotes the integration of educational data with the VNeID platform, preparing to deploy digital transcripts and digital diplomas from the 2025-2026 school year, aiming to universalize digital skills for all people by 2026.
