In 2025, in addition to the traditional form of admission, for the first time, 194 colleges nationwide have participated in the common admission system of the Ministry of Education and Training so that candidates can register for admission at the same time as universities.
Dr. Le Dinh Kha, Principal of Cao Thang Technical College, said that the school has seen a preliminary number of applicants (NV) registering for the school through the general admission system of more than 7,000. "However, out of these 7,000 NV, the school does not have information on how many NV1 there are, we have to wait for the virtual filtering process to be completed to have accurate data," said Dr. Kha.
In 2025, Cao Thang Technical College will recruit 4,000 students. Up to now, about 75% of the students admitted to the school through direct admission, academic records and competency assessment test scores have been met. The school reserves 20-25% of the admission quota for high school graduation exam scores. "In addition to 7,000 students on the Ministry's system, the school also received about 2,000 applications through the school's own admission software. With this situation, after the general admission round is completed, the school may meet its enrollment quota," said Dr. Kha.
Many candidates register for college but do not know the specific number of first choice.

Dr. Le Ngoc Trung, Principal of the College of Foreign Economic Relations , said that the school has received about 6,000 NV through the Ministry's common system and the exact number of NV1 is currently unknown. "This shows that there are still many candidates interested in colleges through the common admission system with universities. However, considering the psychology of the majority, college may not be the number 1 priority for NV, most students will prioritize NV1 to enter university. Currently, colleges are still very uncertain about how many students will be left after filtering out the thousands of NV1s," Dr. Trung shared.
According to Dr. Trung, up to this point, through the method of reviewing academic records and assessing capacity, the school has recruited about more than 60% of its target.
Ho Chi Minh City College of Economics has also had more than 2,000 students admitted by considering their academic records, reaching about 60% of the target. "With nearly 3,000 students admitted by considering their high school graduation exam scores through the Ministry's system, the school is also anxiously wondering how many students will register for NV1 after filtering out fake candidates," said a school representative.
Meanwhile, the number of employees entering non-public colleges is less, each school has about 1,000 employees, some schools have several hundred.
PROPOSAL FOR COLLEGES TO MAINTAIN 2 FORMS OF ADMISSION
For many years, due to the nature of the education level, college and intermediate school enrollment has been proactively conducted year-round, meaning that schools can accept applications from January to the end of December each year. In fact, to enroll students for the 2025-2026 school year, many schools have implemented plans from November and December 2024.
Dr. Le Ngoc Trung believes that if universities and colleges are considered two levels of education with different characteristics, there must be two separate admission regulations. "The psychology of the majority of students and parents still prioritizes university education. University quotas increase every year, and the admission scores of many schools are as low as those of colleges, so colleges cannot compete if there is only one admission round with universities. Therefore, colleges should still use two forms of admission in parallel, which are receiving applications directly at the school in many rounds and general admission on the Ministry's system," Dr. Trung suggested.
Master Nguyen Dang Ly, Principal of Ho Chi Minh City International College, said that the college cannot rely entirely on the joint admission round with the university because the number will certainly not be large, and can only recruit enough students by both forms in parallel. Currently, about 400 students have been admitted to the school, reaching 40% of this year's target.

"We know that admission is a fair competition, but it is clear that universities have more advantages when the quota is large, the floor score is low, and state agencies only accept people with university degrees when recruiting... Therefore, if there is only one general admission round, the Ministry needs to stratify and determine separate university and college floor scores. Accordingly, the university floor score is based on the total number of candidates participating in the graduation exam, the total university quota, and the score distribution of candidates. Similarly, the Ministry also determines the total college quota and uses that as a basis to build the floor score for the college level," Master Ly analyzed.
From another perspective, Master Vu Van Dong, Head of the Faculty of Technology - Engineering, Bach Viet Polytechnic College, said that there are two main reasons why PhDs choose to study at college. One is that PhDs have low scores and know that it is difficult for them to get into their favorite major at university. Two is that PhDs have difficult family circumstances and want to study at college to save money, time, and graduate quickly to enter the labor market. In addition, there are some PhDs with high scores but still choose college because they see other advantages such as high demand for human resources, many businesses recruiting...
"For the above reasons, many students proactively choose college from the beginning, register for admission and enroll early at colleges to be assured of a place to study without having to wait months to register on the general admission system and only get results at the end of August," said Master Dong.
Dr. Le Dinh Kha added that a fairly important source of recruitment for colleges are students who graduated from high school in previous years, are studying at university but feel they are not suitable, or have graduated from university but do not have a job, and return to vocational training. "Each year, the number of students studying at university or have graduated from university registering for Cao Thang Technical College is about 10 - 15% of the target, which means about 400 - 600 students. In recent years, students can apply to the school from the beginning of the year or at any time during the year. The current college admission regulations are creating favorable conditions for schools and for all students who want to study at college. Therefore, the most favorable thing for colleges is to be able to participate in the general admission process and to enroll according to current regulations," said Dr. Kha.
According to Mr. Kha, after the general admission results are available, based on the actual situation this year, the school will balance the allocation of quotas for the two admission forms in 2026. "Maybe next year the school will reserve 35% of the quota for the general admission round instead of 20-25% like this year," Dr. Kha shared.
Master Vu Van Dong also proposed that college admissions in the following years should continue to implement two forms of admission in parallel: both separate admissions at the school and participation in the general admissions.
College enrollment situation
Saigon College of Tourism recruits 1,400 students, considering in parallel the general system of the Ministry (accounting for 40%, having received 1,700 employees) and considering academic records (60%).
Far East College enrolls 1,200 students, reaching 70% after 2 admission rounds.
Bach Viet Polytechnic College applies 3 admission methods (high school graduation scores on the Ministry's general admission system, academic records, and Ho Chi Minh City National University's capacity assessment scores).
Saigon College of Technology and Tourism has not participated in the general admission exam but has stabilized the number of applications thanks to direct and online admission exams. The school has 2 main admission periods: the first period on July 27, the second period is expected to be on September 7.
Ho Chi Minh City International College has welcomed nearly 400 new students after two admission periods, in addition to the parallel high school - college system for junior high school graduates.
