Listening to voters' voices - Part 2: Decisions for the people

Based on the recommendations that voters are interested in, in the spirit of innovation and creativity, since the beginning of the term, the Provincial People's Council has promoted its role as a local state power agency, promptly issued many important decisions that are close to reality, bringing about practical results. Thereby, contributing to the political system of the whole province to deploy in the right direction, achieving important results in implementing the goals, targets and tasks of socio-economic development, improving the quality of people's lives.

Tuition exemption is one of the Resolutions issued by the Provincial People's Council, which has been confirmed to be correct, appropriate and put into practice.

Respond promptly to practical requirements

Since the beginning of the term, the Provincial People's Council has issued hundreds of resolutions. Most of the resolutions passed so far have been confirmed to be correct, appropriate and put into practice, contributing positively to development. Typical examples include: Resolution stipulating preferential regimes for land rent exemption for projects using land for production and business purposes in investment incentive sectors (investment incentive sectors and occupations) or investment incentive areas in Vinh Phuc province; Resolution on approving the policy of rearranging commune-level administrative units in Vinh Phuc province, period 2023 - 2025; Resolution approving funds for one-time gift giving to policy families, veterans and former youth volunteers in Vinh Phuc province on the occasion of the 70th anniversary of Dien Bien Phu Victory (May 7, 1954 - May 7, 2024)...

In particular, the Resolution on Tuition Support for Preschool Children, High School Students, and Students Studying ContinuingEducation Programs at High School Level in Vinh Phuc Province for the 2024-2025 School Year, issued on October 18, 2024 and officially taking effect from October 29, 2024, has received a lot of attention and support from voters in the province.

Accordingly, the Resolution stipulates that the subjects receiving support are preschool children, high school students and students studying in continuing education programs at high school level studying at educational institutions in Vinh Phuc province who are subject to tuition fees; preschool children and high school students studying at non-public educational institutions in Vinh Phuc province licensed to operate by competent authorities.

The total budget to support 100% of tuition fees for preschool children, primary school students at public and non-public primary, secondary and high schools, and students studying continuing education programs in Vinh Phuc province in the 2024-2025 school year is about 142 billion VND from the provincial budget.

“This is a correct decision, in line with the Party's will and the people's will. It not only helps parents reduce their financial burden but also motivates students to be confident in their studies, affirming the province's efforts to ensure that all students have the opportunity to study,” said voter Nguyen Duc Long, Lien Bao ward, Vinh Yen city.

With the aim of helping people have job opportunities and expanding access to high-income jobs suitable to their abilities, the Provincial People's Council issued Resolution No. 07/2022 regulating the loan policy to create jobs for workers and support some expenses for workers working abroad under contracts in Vinh Phuc province for the period 2022-2025.

Accordingly, workers residing in Vinh Phuc for 6 months or more, working abroad under a contract; technical interns in Japan will be supported with some expenses of 15 million VND/person for workers who are eligible for preferential policies for people with revolutionary contributions, poor households, near-poor households, ethnic minorities and 12 million VND/person for workers in other categories.

At the same time, support for loans of up to 200 million VND for people working abroad; support for loans for domestic workers to create jobs on the spot with a maximum support fund of up to 100 million VND/person entrusted through the Social Policy Bank.

Talking to reporters, Mr. Nguyen Dinh Tu of Dong Tam ward, Vinh Yen city said: Resolution 07 of the Provincial People's Council coming into effect has met the requirements of socio-economic development, improving people's lives, aiming to complete the target of creating new jobs each year and the whole period of 2021-2025. At the same time, it encourages, creates conditions, helps workers reduce economic pressure, has conditions to create jobs on the spot, increases income, improves the lives of people in the province.

Up to now, the 14th Provincial People's Council has held 25 sessions, issued hundreds of resolutions on important and necessary policies, measures and mechanisms in the areas under the authority of the Provincial People's Council, responding to objective realities and promoting sustainable development of the locality. Thereby contributing to building a strong local government, truly "of the people, by the people and for the people", operating effectively and efficiently, concretizing the goals and tasks in the Resolution of the 17th Provincial Party Congress.

Creating a solid foundation for operating the new government model

The results of the Provincial People's Council's activities have contributed significantly to the overall results of the whole province in recent years in the context of many unprecedented difficulties and challenges since the beginning of the 2020-2025 term.

According to the assessment of the Provincial People's Committee, with the flexibility, proactiveness, creativity, and determination in leadership, direction, management, and implementation by many appropriate mechanisms and policies to remove difficulties and obstacles, in the first 6 months of the year, the province's socio-economic situation has improved a lot. GRDP is estimated to increase by 10% over the same period last year, higher than the target assigned by Resolution No. 25 of the Government and achieving the target set in Decision No. 209 of the Provincial People's Committee.

Of which, the industry - construction sector increased by 14.5 - 15.5%; the agriculture, forestry and fishery sector increased by 2.4 - 2.5%; the service sector increased by 8.5 - 9%. Total state budget revenue is estimated at nearly 19,000 billion VND, up 22.4% over the same period, reaching 70% of the annual estimate assigned by the Provincial People's Council and reaching nearly 59% of the 2025 target scenario; of which, domestic revenue reached nearly 16,200 billion VND, up 17% over the same period, reaching 73.4% of the estimate assigned by the Provincial People's Council, reaching 62% of the 2025 target scenario.

Investment attraction activities have many innovations. In the first 6 months of the year, Vinh Phuc attracted an estimated 410 million USD in investment capital from FDI projects and nearly 4,500 billion VND in DDI capital, up 28% over the same period, exceeding 50% of the target assigned by the Provincial People's Council. The number of enterprises returning to operation increased by 23%.

Regarding the disbursement of public investment capital, by May 31, 2025, the whole province had disbursed over 2,500 billion VND, reaching nearly 37% of the plan assigned by the Central Government and equal to nearly 26% of the total assigned planned capital.

The cultural and social fields continue to receive attention. Cultural heritages are protected and effectively promoted; cultural, artistic, physical education and sports movements develop strongly; social security is focused on. Vinh Phuc continues to rank 2nd in the country in terms of the percentage of students winning prizes and ranks 4th in the Red River Delta provinces in terms of the number of first prizes in the national high school competition for excellent students in the 2024-2025 school year. National defense work is strengthened, political security, social order and safety are ensured.

The results of the Provincial People's Council's activities not only contribute significantly to the overall results of the whole province but also serve as a premise for Vinh Phuc to continue contributing to the overall development of Phu Tho province after the merger.

These results not only contribute to consolidating and enhancing trust and consensus, affirming the role and responsibility of elected representatives in representing the interests of voters and the people, but also serve as a solid foundation for Vinh Phuc to be ready for an important transformation in the process of building a streamlined, effective and efficient government.

The decisions made will be a solid foundation for the province to continue to move forward steadily, contributing positively to the common development of the region after the merger, for the goal of improving people's lives and sustainable development.

To implement the policy of putting into operation at the provincial and communal levels simultaneously from July 1 in accordance with the direction of the Central Government, the Standing Committee of the Provincial People's Council always closely follows the direction of the Provincial Party Committee Standing Committee and the National Assembly Standing Committee to promptly appoint personnel for the People's Council, People's Committee at the communal level and People's Council delegates after the arrangement, ensuring the effective operation of the government apparatus.

Along with that, authorities at all levels continue to promote propaganda to create consensus among the people; closely coordinate in handing over records, boundaries, and assets; promptly resolve policies and regimes for people and businesses. At the same time, effectively implement Conclusion No. 123-KL/TW, strive to achieve the target of double-digit economic growth by 2025, contributing to the common development of Phu Tho province after the merger to join the whole country in entering the era of national development.
