Gia Lai General Hospital is a Grade II hospital under the Department of Health with a scale of 1,000 beds. The structure includes 8 functional rooms, 30 Clinical and Paraclinical departments. Every year, the hospital organizes the treatment of 220-250 thousand patients. Gia Lai General Hospital is a public service unit that ensures regular expenditures (Group II) since 2018.
Regarding the organizational structure, the total number of employees in the hospital is 904, of which 709 are on the payroll and 195 are on contract. According to Circular No. 03/2023/TT-BYT dated February 17, 2023, the human resource ratio according to the standards of a 1,000-bed hospital is 1,209 people, so compared to the total number of current employees, the hospital is still short of 306 people. In recent times, the hospital has continuously improved the quality of medical examination and treatment through improving and innovating medical examination and treatment processes, implementing advanced techniques in treatment. Implementing well on-site training, training in cooperation with universities to improve skills. Focusing on developing high-tech expertise, proactively receiving transfer and implementing many techniques at the central level.

Regarding the current state of infrastructure and equipment, the hospital was built in 2001 and currently has 5 blocks (A, B, C, D, E). After 24 years of use, except for the Pharmacy Department and the Examination Department which were newly built 3 years ago, most of the remaining blocks have deteriorated. In addition, the hospital currently has more than 1,300 pieces of medical equipment, but many of them are degraded, old and outdated. The number of equipment with a usage time of 5-20 years is 501. Although the province annually allocates funds to gradually supplement equipment for the hospital, in general, the allocated budget is still limited compared to the needs.
Faced with the current situation, the representative of Gia Lai General Hospital proposed that the province adjust the hospital's autonomy level from group II (autonomy in regular expenditure) to group III (partial autonomy in regular expenditure). At the same time, the province was requested to prioritize budget allocation from medium- and long-term public investment capital for key items at the hospital, including upgrading infrastructure and purchasing specialized and modern medical equipment.
In addition, the hospital leaders also proposed to continue investing funds to repair and purchase approved medical equipment in 2025-2026 and subsequent phases. At the same time, it is necessary to develop a project to train medical human resources for the province in the period of 2026-2030, in order to create conditions for medical facilities in the province to train human resources to meet professional requirements. In addition, the province needs to pay attention to allocating funds to purchase equipment and upgrade information technology infrastructure at medical facilities under the Department that have not yet deployed electronic medical records, in order to help these units complete the implementation of electronic medical records in the fourth quarter of 2025.

At the meeting, leaders of departments, branches, the Provincial People's Committee and the Provincial Party Committee discussed the need to develop specific policies for Gia Lai General Hospital in the coming period, along with a comprehensive assessment of the current operational status, organizational model and professional capacity of the hospital to provide appropriate development orientations. In particular, special attention was paid to the issue of financial autonomy, upgrading medical examination and treatment equipment, and improving the quality of medical services.
After listening to the report of the leaders of Gia Lai General Hospital and the comments of the departments and branches, Comrade Pham Anh Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee expressed his sympathy for the difficulties that the hospital has encountered in the past time. However, the Chairman of the Provincial People's Committee emphasized that Gia Lai General Hospital needs to clearly identify the task of serving the people as the top priority. Therefore, the hospital must be determined to make every effort, not only for professional responsibility but also to strengthen the people's trust in the health sector.
He requested Gia Lai General Hospital to coordinate with the Department of Health and the Department of Construction to review the hospital planning and complete this work in August 2025 to meet urgent and long-term needs. In particular, it is necessary to pay special attention to building an inpatient area for patients' relatives. Along with that, it is necessary to enhance the professional capacity of the medical staff, combined with the application of information technology in medical examination and treatment. He also requested to promote the use of electronic medical records and link with health insurance (HI) to manage patient information, thereby helping the process of medical examination and treatment and payment of health insurance to take place more quickly, accurately and transparently. In addition, it is necessary to strengthen the connection and link with central hospitals to perform medical examination via videoconference and online diagnosis.

Regarding financial issues, the Chairman of the Provincial People's Committee emphasized that financial autonomy is a necessary requirement and needs to be resolved fundamentally and systematically. The province will research and develop mechanisms and policies to provide financial support for patients who are ethnic minorities and the poor to reduce the financial burden on hospitals.
Chairman of the Provincial People's Committee Pham Anh Tuan requested departments and branches to urgently review specific problems and propose solutions to resolve them completely, not allowing the prolonged situation to affect the quality of medical services.
Concluding the Conference, Comrade Ho Quoc Dung - Member of the Party Central Committee, Secretary of the Provincial Party Committee stated: The new Gia Lai province after the merger has a lot of potential and opportunities for development. However, along with opportunities, the province still faces many difficulties, especially in technical infrastructure and healthcare while local resources are limited. In that context, it is necessary to focus on key investments, in which healthcare and education will be the two priority areas. The Provincial Party Secretary highly appreciated the efforts of the medical staff, doctors and staff of Gia Lai General Hospital to overcome difficulties, gradually improving the quality of medical examination and treatment, serving the people in conditions of many shortages.
Orienting a number of tasks in the coming time, the Provincial Party Secretary requested the health sector and Gia Lai General Hospital to focus on implementing many important tasks. In particular, focusing resources, speeding up the construction progress, developing Gia Lai General Hospital to become a Grade I hospital in the coming term, well meeting the medical examination and treatment needs of people in the western region of Gia Lai. The Provincial Party Secretary assigned the health sector to preside over the project, urgently complete the hospital's master plan in August 2025, prioritizing investment in necessary items on available land. Under permitted conditions, the province will balance financial resources to deploy first for Gia Lai General Hospital. Strive to conduct bidding for items by early 2026. The province also committed to spending 100 billion VND each year to invest in medical equipment for the hospital.

The Provincial Party Secretary also requested Gia Lai General Hospital to improve the quality of hospital management, proactively innovate, promote the application of technology, improve the quality of medical examination and treatment in each department and room; clearly identify the need for necessary machinery and equipment for timely investment. In addition, focus on training, improving the professional qualifications and service capacity of the medical staff. The Provincial Party Secretary also requested the Provincial People's Committee to review and apply policies to attract human resources such as doctors and nurses to work in the province. The hospital also needs to be proactive in training, cooperate with major hospitals to transfer techniques, improve the skills of the medical staff. Strongly promote digital transformation in the hospital.
