Speaking at the opening of the conference, Comrade Hoang Quoc Khanh, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee emphasized: In recent years, the work of drug prevention, control and control in the province has achieved remarkable results. However, the situation of drug crimes and social evils is still complicated. The situation of drug smuggling into the area still occurs frequently, some areas with complicated drug problems have not been effectively resolved; there are still hundreds of drug retailers and retail points; the number of drug addicts is still high (9/9 districts, towns and cities have drug addicts; there are 42 communes, wards and towns with complicated drug problems). In particular, the situation of students, students and young people using electronic cigarettes, new addictive substances of unknown origin, high risk of being soaked and mixed with drugs... is a very alarming issue today. Crime and drug abuse are the main causes of many other types of crimes, negatively affecting security and order and the socio-economic development of the locality.

Currently, in Lao Cai province, there are more than 2,000 drug addicts with management records and hundreds of people suspected of drug addiction and illegal drug use. The fight against drug crimes has encountered many difficulties. From 2020 to now, the Drug Crime Investigation Police force of the Provincial Police has fought to destroy 2 drug hotspots, 24 complicated drug points, and neutralized 2 complicated drug points. The specialized drug prevention and control force has detected, investigated, and handled 1,492 cases, 2,037 subjects, seized 92.53 kg of heroin (265 heroine cakes), 22.92 kg of opium, 84.21 kg of synthetic drugs; 405.81 kg and 34,721 opium plants, leaves, and fruits, 3.058 kg of marijuana; 1,049 kg of Tobaco and many related objects and documents. Notably, from June 2023 to present, the Drug Crime Investigation Police of the Provincial Police have detected, arrested, and handled 328 cases and 493 subjects. The number of cases detected, arrested, and handled for illegal drug trafficking is high; the situation of detecting, arresting, and handling crimes of illegal possession of drugs in the crime structure has been rectified, with clear changes.

Speaking at the conference, Comrade Dang Xuan Phong, Secretary of the Provincial Party Committee, praised the achievements of the police force in the fight against drug-related crimes in recent times. The Provincial Party Secretary emphasized: Currently, Lao Cai still has many communes that are key to drug crimes. In the mountainous and border areas of the province, the situation of drug crimes is very complicated, leading to many unpredictable consequences. Therefore, immediately after this conference, localities need to deploy and thoroughly grasp the province's direction on implementing the peak period to all classes of people; promote the strength of the entire political system and the whole society in drug prevention and control, especially promoting propaganda to raise people's awareness in drug prevention, especially for students and ethnic minorities.
From September 1 to October 31, 2024, it is necessary to concentrate forces, conduct a thorough review of drug crimes and drug addicts in the province; strengthen coordination with forces and neighboring provinces, improve the effectiveness of the fight against and suppression of drug crimes. The fight against drugs is a regular, continuous, and long-term task, so it is necessary to prioritize resources for drug prevention and control work in the province.
