According to Resolution No. 172 of the National Assembly, the North-South high-speed railway project has a length of 1,541 km, starting at Ngoc Hoi station ( Hanoi ), ending at Thu Thiem station (Ho Chi Minh City), passing through 20 provinces and cities (after the administrative unit arrangement, the remaining localities are 15). The project scale includes 23 stations, including 5 freight stations. The preliminary land use demand is about 10,827 hectares. It is expected that about 120,836 households will have to be resettled.
As of June 12, 2025, the People's Committees of provinces and cities have assigned specific tasks to units in charge of site clearance. However, only 1/20 localities (Ninh Binh) have established a Site Clearance Steering Committee; 5/20 localities (Vinh Phuc, Phu Yen, Ha Tinh , Thanh Hoa and Ninh Binh) have completed a preliminary review of resettlement needs; 1/20 localities (Hue city) have made an implementation plan.
The Ministry of Construction recommends that localities focus on reviewing and adjusting urban-rural planning, land use plans, determining locations and establishing resettlement area construction projects... According to the plan, localities are required to complete basic compensation and resettlement support work before December 2026 to hand over the site to the construction contractor. Vietnam Electricity Group (EVN) is in charge of implementing the sub-project of relocating power plants of 110kV or higher, to be completed before December 2026.

At the meeting, localities reported on the preparation progress and proposed solutions to a series of problems to speed up the process of site clearance and resettlement. Leaders of Binh Dinh Provincial People's Committee requested the Ministry of Construction and the consulting unit to work specifically to determine the official route, avoiding newly resettled residential areas and historical relics; proposed to apply the compensation mechanism according to local regulations and receive capital support from the Central Government.
Discussing the issues arising in the local site clearance work, leaders of ministries and branches agreed that resettlement must be done one step ahead to ensure the welfare of the people and the progress of the project. The Ministry of Construction will coordinate with the Ministry of Finance to synthesize capital needs from localities to arrange appropriate central budget capital. In cases where localities are able to balance capital, local resources can be used in combination with central capital. For localities facing difficulties, the Ministry of Finance will report to the Prime Minister to submit to the National Assembly for consideration and supplementation.
Concluding the meeting, Deputy Prime Minister Tran Hong Ha assigned the Ministry of Construction to work directly with each locality to conduct field inspections, paying special attention to routes passing through natural forest core areas, cultural heritage sites, national defense and security areas or densely populated areas. Although only at the stage of determining the route direction on the map, localities must proactively grasp the needs, accurately determine the land area, resettlement and reburial plans to develop specific plans.
The Ministry of Construction will coordinate with the Ministry of Justice to promptly complete the Government's Resolution and remove planning problems arising after the merger of provincial administrative units. Regarding financial resources, the Deputy Prime Minister affirmed that the project of site clearance and resettlement for the North-South high-speed railway project is an independent project using the central budget. The Ministry of Finance must have specific instructions and send them to the 15 relevant provinces and cities for implementation.
For localities, the Deputy Prime Minister stated that all responsibility for implementation must be assigned to the provincial level, with the direct participation of departments and branches. Each province must establish a provincial Steering Committee and a support team to directly manage the project implementation. During the implementation process, the province can delegate specific tasks to the communes, but must be responsible to the Central Government.
