Accordingly, the staff of the Provincial Forest and Environment Protection Fund has disseminated the policy of paying for forest environmental services to people in some villages and hamlets in Xuan Hoa commune; disseminated and agreed to pay for forest environmental services to forest owners who are households and individuals in the form of lump-sum payments to groups of households or communities in the commune.
Xuan Hoa Commune is one of two localities selected by the Provincial Forest Protection and Environment Fund to pilot the payment of forest environmental services to forest owners who are households and individuals in the form of lump-sum payments to groups of households or residential communities.
During the day, 9 villages and hamlets agreed on a lump sum payment method according to the village community, each village elected a representative group to receive and manage the money through a common account.
The whole province currently has about 20,000 households and individuals who are forest owners but have not yet received payment for forest environmental services due to legal procedural problems such as: The location of the area granted with the cover is not consistent with the actual area of the households being managed, overlapping between households, the cover location is in one place and the location being managed and cultivated is in another place... The pilot form of lump-sum payment by household groups and residential communities aims to improve the effectiveness of policy implementation, ensuring the rights of households providing forest environmental services.
