Ceremony to hand over the Decision to appoint the position of Deputy Prime Minister and Minister of Public Security for the 2021-2026 term

Pursuant to Article 88 of the Constitution of the Socialist Republic of Vietnam and the Resolution of the National Assembly , President To Lam signed the Decision to appoint comrade Le Thanh Long to the position of Deputy Prime Minister and to appoint Senior Lieutenant General Luong Tam Quang to the position of Minister of Public Security.

President To Lam chaired the ceremony. Also attending were Politburo members: Pham Minh Chinh, Prime Minister; General Luong Cuong, Standing member of the Secretariat; Le Minh Hung, Secretary of the Party Central Committee, Head of the Central Organization Commission; General Phan Van Giang, Minister of National Defense; along with other Party Central Committee Secretaries, Party Central Committee members, leaders of the National Assembly, the Vietnam Fatherland Front, and leaders of central agencies, ministries, departments and branches.

At the ceremony, expressing his joy and excitement at the announcement and handover of the Decision to appoint comrade Le Thanh Long to the position of Deputy Prime Minister; appointing comrade Senior Lieutenant General Luong Tam Quang to the position of Minister of Public Security, on behalf of the Party and State leaders, President To Lam warmly congratulated comrade Le Thanh Long, comrade Luong Tam Quang; congratulated the Government, the Prime Minister and the Central Public Security Party Committee, the Ministry of Public Security, and the Party Committee of the Ministry of Justice.

This is a great honor for the two comrades personally, a common joy for the Government, the Judiciary, and the Public Security; at the same time, it demonstrates the trust and concern of the Party, the State, and the people for the Government, the Judiciary, and the People's Public Security force; the recognition and appreciation of the contributions and dedication of the two comrades in the assigned fields of work over the past years.

President To Lam stated: Comrade Le Thanh Long is an excellent cadre of the Party, the State and the Judiciary, who has received basic training, has held many leadership positions in the Judiciary and has also been trained and tested locally. Senior Lieutenant General Luong Tam Quang is an excellent cadre of the Party, the State and the People's Public Security Force; his career is closely linked to the Public Security Force, to the work of protecting national security, ensuring social order and safety and building the People's Public Security Force; has received basic training, been trained through many challenges, and has held many leadership positions in the People's Public Security Force.

In their positions, Comrade Le Thanh Long and Senior Lieutenant General Luong Tam Quang have always demonstrated steadfast and firm political will, pure revolutionary ethics, deep professional capacity, sharp thinking, dedication, high responsibility, close adherence to reality in leadership and direction, and successfully completed all assigned duties and tasks. The appointment of Comrade Le Thanh Long to the position of Deputy Prime Minister and Comrade Luong Tam Quang to the position of Minister of Public Security demonstrates the Party and State's trust and great expectations for the two comrades.

According to President To Lam, the cause of building and defending the socialist Fatherland is having very basic advantages, but at the same time it is also facing many difficulties and challenges. The requirements for building a socialist rule-of-law state of the people, by the people, for the people; protecting national security, social order and safety, and building the police force are increasingly urgent. Being entrusted with new responsibilities by the Party and the State is first of all thanks to the efforts of comrade Le Thanh Long and comrade Luong Tam Quang, and also shows recognition for the achievements and results in all aspects of work of the Ministry of Justice and the Ministry of Public Security.

President To Lam suggested: The two comrades continue to promote revolutionary traditions, maintain moral qualities, be absolutely loyal to the Party, the Fatherland and the people, wholeheartedly serve the Fatherland and the people, always study and follow the ideology, morality and style of President Ho Chi Minh; strive to be worthy of being exemplary leaders, excellently complete all assigned tasks, and actively contribute to the cause of building and defending the Fatherland in the new situation.

The President requested Deputy Prime Minister Le Thanh Long, together with the Government, to inherit and promote the valuable traditions and experiences of the Government through the periods; to synchronously, resolutely and effectively carry out the tasks and powers of the Government according to the Constitution and laws. Focus on advising and leading the work of building and perfecting the Vietnamese socialist rule-of-law State of the people, by the people, for the people, led by the Communist Party of Vietnam; a perfect legal system, upholding the Constitution; respecting, ensuring and protecting human rights and citizens' rights; unified state power, with clear division of labor, close coordination and effective control; a professional, rule-of-law and modern administration and judiciary; a streamlined, clean and effective state apparatus.

Chairman To Lam suggested that Senior Lieutenant General Luong Tam Quang, together with the Party Committee and the Standing Committee of the Central Public Security Party Committee, inherit and promote the glorious tradition of the heroic Vietnam People's Public Security force, lead the entire force to continue to be exemplary, take the lead, and successfully implement the Party's resolutions, first of all the Resolution of the 13th National Party Congress, resolutions, directives, and conclusions on protecting the Fatherland, protecting national security, firmly protecting revolutionary achievements, national interests; protecting the Party, State, people and the socialist regime, the renovation process and national culture, not being passive or surprised about strategy, contributing to maintaining and creating peace, firmly consolidating and expanding Vietnam's living and development space, creating the most favorable conditions for socio-economic development and international integration. Focus on building a truly clean, strong, disciplined, elite, and modern People's Public Security force to meet the requirements and tasks in the new situation.

On behalf of the two comrades who were awarded the Appointment Decision, in his acceptance speech, comrade Le Thanh Long affirmed that he is always deeply aware that this is a great honor, and at the same time, this is also an extremely heavy responsibility before the Party, State and people, especially in the context that our country is determined to successfully carry out the key tasks and strategic breakthroughs set forth by the Resolution of the 13th National Party Congress and the Resolutions of the Party and the National Assembly, including the task of continuing to perfect the legal system, law enforcement, ensuring national defense and security in response to the requirements of rapid and sustainable development of the country.

Strengthening the prevention and fight against corruption and negativity, proactively integrating internationally, building a professional, modern, fair, strict judiciary, protecting justice, human rights, protecting the socialist regime, protecting the interests of the State, and the legitimate and legal rights and interests of organizations and individuals in the spirit of Resolution No. 27 of the 13th Party Central Committee.

To continue building and perfecting the Socialist Republic of Vietnam's rule of law state in the new period, the appointed comrades promise to make every effort, strive to overcome difficulties to successfully complete assigned tasks, contribute to building a strong, disciplined and disciplined government, and actively contribute to the cause of socio-economic development, ensuring national defense, security and international integration of the country.
