At the press conference after the 2025 high school graduation exam, some opinions wondered whether there would be a situation of "laxity" in marking exams in the context of the merger and asked, what solutions does the Ministry of Education and Training have to thoroughly supervise the team of exam marking officers in localities?

Regarding this, Professor Huynh Van Chuong, Director of the Department of Quality Management (Ministry of Education and Training), said that from June 28, all provincial High School Graduation Exam Steering Committees will start grading the exams, instead of waiting until July 1 to start.
“Regarding this, we have given very clear instructions, including issues such as the planned exam board,... However, we need to note one thing: only senior executives will have adjustments; exam examiners and teachers will not change. It can be said that "it's still the same school, the same teachers/officers". Therefore, we are completely assured that this will not change at the professional level. However, we will continue to thoroughly understand and work with the Provincial Party Committees and Provincial People's Committees," said Mr. Chuong, believing that the exam marking will be done in accordance with regulations and seriously.
According to Mr. Chuong, when the delegations of the Ministry of Education and Training went to inspect, the localities also committed to doing this well.

Deputy Minister of Education and Training Pham Ngoc Thuong also mentioned the special context this year when "changing state", meaning that the time to organize the high school graduation exam was the 3-level government, but when grading the exam, it was transferred to the 2-level government.
Mr. Thuong admitted that the problem is not only in the exam marking in the context of a two-level government, but also in spirit, responsibility, and attitude. “This change of status is not only a matter of personnel but also a merger of provinces. The Ministry of Education and Training has foreseen whether or not thoughts and feelings will be affected and has issued documents directing and guiding the professional work for the provinces to pay close attention to. Regarding the professional work, according to the regulations, this year, at each exam marking session, the Ministry requires an immediate summary to promptly detect unusual problems (such as many high scores, many low scores, etc.). The Prime Minister also directed 3 'guarantees', 6 'clarities' (clear people, clear work, clear time, clear responsibility, clear products, clear authority) in the implementation content.
We have issued a detailed directive document, with the spirit of this year's Literature subject - '1 sky' , students from any province are students of Vietnam. The spirit is very much for the students; doing it publicly, transparently, and in accordance with regulations will ensure reliability," said Mr. Thuong.
