Benefits of the 90-Day Land Data Cleanup Campaign

Dong Nai is accelerating the implementation of the 90-day campaign to enrich and clean land data (campaign). This is the foundation for building a synchronous and accurate land database (DB) to effectively serve the national digital transformation work.

The campaign also aims to contribute to improving the effectiveness of state management, better serving people and businesses, and promoting socio -economic development in a modern, digital and sustainable direction.

80% of land use information matches population data

Cleaning up land data is one of the key tasks in administrative reform and digital transformation in the agricultural and environmental sectors. The goal is to form a centralized, unified, synchronized land information system that serves multiple purposes, and is capable of connecting and sharing interconnected data nationwide.

Vietnam is aiming to build a digital government and a digital economy, in which building a "correct, sufficient, clean, and viable" land database is considered the foundation to realize this goal, serving many types of transactions. In state management, accurate land data helps planning, construction licensing, tax collection, dispute resolution, and real estate market control more effectively.

As for the people, when land data is fully digitized, they can carry out procedures such as transfer, registration of changes, tax payment or red book issuance completely online without having to submit paper documents. This method not only saves time and costs, reduces direct contact, but also limits negativity and harassment in handling documents.

Deputy Director of the Department of Agriculture and Environment Dang Minh Duc shared: Over the years, the province has always paid attention and invested a large budget to build a land database. Thanks to that, up to now, Dong Nai's land data is relatively good, with more than 80% of user information completely matching the national population database. When the central government launched the campaign, the province issued a plan, established a steering committee, a working group and is actively implementing with the goal of cleaning up land data in November 2025.

Director of the Provincial Land Registration Office Le Thanh Tuan said: Up to now, the province has completed many important contents of the campaign such as: reviewing and classifying land data into 3 groups; checking and verifying land user information between the land database and the population database; synchronizing land data of 95 communes and wards to the national land database; creating a unique identification code according to location, longitude, and latitude for each land plot.

According to the police, standardizing the land plot identification code associated with the electronic identification of the user allows people to look up, update, and verify information online, shortening the time to process electronic records. This also helps eliminate the situation of a piece of land having many red books, limiting disputes, and at the same time creating a platform to connect with the local government's two-level land name and land administration system and other national databases.

Deputy Director of the Department of Science and Technology Vo Hoang Khai said: Cleaning and synchronizing land data with other databases is very meaningful, contributing to the formation of a smart management system, saving time and costs for many sectors and fields. Mr. Khai suggested that the Department of Agriculture and Environment continue to digitize land data, connect software with tax and justice agencies and the National Public Service Portal to implement "administrative demarcation"; at the same time, register a GIS system (geographic information system) for the whole province and share this data through a shared data system serving multiple sectors.

After 45/90 days of implementing the campaign, Dong Nai is one of 16 provinces and cities that have completed synchronizing the local land database with the national database. The province has more than 2.5/3 million land user information that matches population data, and is the first locality in the country to complete the creation of identification codes for each land plot.

Improve service quality for people and businesses

Currently, the campaign has gone more than 50% of the way, many tasks of the province have been completed, the rest are being implemented. In order to complete the progress of enriching and cleaning land data in November 2025 and improve the reliability of the land database of the whole province, the Provincial Land Registration Office recommends that the leaders of the Provincial People's Committee direct wards and communes to strengthen propaganda, guide land users to coordinate in providing and verifying information to ensure the accuracy of data between users and issued land use right certificates. The province assigned the Provincial Land Registration Office to preside over the implementation of updating, completing, supplementing the land database and synchronously implementing the national land database.

Provincial Party Committee member, Vice Chairwoman of the Provincial People's Committee Nguyen Thi Hoang said: The campaign is of great significance in building a modern, synchronous and unified state management tool. This helps all levels and sectors have full, fast and accurate information to promptly make decisions, direct and operate transparently and effectively. Along with that, the campaign contributes to improving the quality of public service provision, strongly reforming administrative procedures in the land sector, serving people and businesses in the electronic environment; gradually eliminating paper records, forming a unified, transparent and synchronously connected digital database with other sectors and fields.

Currently, the province has 5/12 groups of content that have not been completed and have been specified into tasks by the Department of Agriculture and Environment. Therefore, the department needs to continue to carry out the tasks and guide and urge localities to implement. For problems and difficulties, the department will synthesize and advise documents for the province to send to the Ministry of Agriculture and Environment and the Department of Land Management to promptly resolve problems according to their authority.

The provincial leaders assigned the Department of Science and Technology to coordinate the implementation of land information connection with the electronic one-stop system, tax software and the national population database to better serve people and businesses in the spirit of national digital transformation. In the process of operating the land database, units need to pay special attention to ensuring security, safety and confidentiality of information.

The 90-day campaign to enrich and clean up the land database was implemented nationwide by the Ministry of Agriculture and Environment in coordination with the Ministry of Public Security for 90 days, from September 1 to November 30, 2025. The main goal is to enrich, clean up, and assign identification codes to each plot of land to facilitate connection with the national database on land and population.
