Benefits of the 90-Day Land Data Cleanup Campaign

Dong Nai is accelerating the implementation of the 90-day campaign to enrich and clean up land data (the campaign). This is the foundation for building a synchronized and accurate land database, effectively serving the national digital transformation efforts.

The campaign also aims to contribute to improving the efficiency of state management, better serving citizens and businesses, and promoting socio -economic development in a modern, digitized, and sustainable direction.

80% of landowner information matches population data.

Cleaning up land data is one of the key tasks in administrative reform and digital transformation in the agricultural and environmental sectors. The goal is to establish a centralized, unified, and synchronized land information system that serves multiple purposes and is capable of connecting and sharing data nationwide.

Vietnam is moving towards building a digital government and a digital economy, in which building an "accurate, complete, clean, and vibrant" land database is considered a foundation for realizing this goal, serving many types of transactions. In state management, accurate land data helps to make planning, construction permits, tax collection, dispute resolution, and real estate market control more effective.

For citizens, the full digitization of land data allows them to carry out procedures such as land transfers, registration of changes, tax payments, or issuance/renewal of land ownership certificates entirely online without submitting paper documents. This method saves time and costs, reduces direct contact, and limits negative practices and harassment in processing applications.

Deputy Director of the Department of Agriculture and Environment, Dang Minh Duc, shared: "For many years, the province has always paid attention to and invested a large budget in building the land database. Thanks to this, Dong Nai's land data is now relatively good, with over 80% of the information on land users completely matching the national population database. When the central government launched the campaign, the province issued a plan, established a steering committee and working group, and is actively implementing it with the goal of cleaning up land data by November 2025."

According to Le Thanh Tuan, Director of the Provincial Land Registration Office, the province has completed many important aspects of the campaign, including: reviewing and classifying land data into three groups; cross-checking and verifying land user information between the land database and the population database; synchronizing land data from 95 communes and wards to the national land database; and creating a unique identification code based on location, longitude, and latitude for each land parcel.

According to the police, standardizing land parcel identification codes linked to the electronic identification of land users allows citizens to search, update, and verify information online, shortening the processing time for electronic documents. This also helps eliminate the situation where a single plot of land has multiple land ownership certificates, reduces disputes, and creates a foundation for connection with the local government's two-level geographical and cadastral systems and other national databases.

According to Vo Hoang Khai, Deputy Director of the Department of Science and Technology, cleaning and synchronizing land data with other databases is of great significance, contributing to the formation of an intelligent management system, saving time and costs for many sectors and fields. Mr. Khai suggested that the Department of Agriculture and Environment continue digitizing land data, linking software with tax and judicial agencies and the National Public Service Portal to implement "non-administrative boundary" management; and simultaneously register a province-wide shared GIS (Geographic Information System) system and share this data through a shared data system serving multiple sectors.

After 45 out of 90 days of campaign implementation, Dong Nai is one of 16 provinces and cities that have completed the synchronization of the local land database with the national database. The province has more than 2.5 out of 3 million land user records matching the population data, making it the first locality in the country to complete the creation of identification codes for each land parcel.

Improving the quality of service for citizens and businesses.

Currently, the campaign has completed over 50% of its journey, with many tasks already finished and the remainder underway. To ensure timely completion of land data enrichment and purification by November 2025 and to enhance the reliability of the provincial land database, the Provincial Land Registration Office proposes that the Provincial People's Committee direct wards and communes to strengthen communication and guidance to land users, encouraging them to cooperate in providing and verifying information to ensure the accuracy of data between current users and issued land use right certificates. The province assigns the Provincial Land Registration Office to lead the implementation of updating, completing, and supplementing the land database and ensuring its synchronization with the national land database.

Provincial Party Committee member and Vice Chairman of the Provincial People's Committee Nguyen Thi Hoang stated: The campaign is of significant importance in building a modern, synchronized, and unified state management tool. This helps all levels and sectors have complete, timely, and accurate information to make decisions, direct, and manage transparently and effectively. In addition, the campaign contributes to improving the quality of public service delivery, strongly reforming administrative procedures in the land sector, serving citizens and businesses in an electronic environment; gradually eliminating paper documents, forming a unified, transparent digital database that is synchronously connected with other sectors and fields.

Currently, the province still has 5 out of 12 groups of tasks that have not been completed, and these have been specified as tasks by the Department of Agriculture and Environment. Therefore, the department needs to continue implementing these tasks and guiding and urging localities to carry them out. Regarding obstacles and difficulties, the department will compile and advise on documents for the province to send to the Ministry of Agriculture and Environment and the Department of Land Management for timely resolution of issues within their authority.

The provincial leadership has assigned the Department of Science and Technology to coordinate the integration of land information with the electronic one-stop service system, tax software, and the national population database to better serve citizens and businesses in line with the national digital transformation. During the operation of the land database, relevant units must pay special attention to ensuring the security, safety, and confidentiality of information.

The 90-day campaign to enrich and clean up the land database is being implemented nationwide by the Ministry of Agriculture and Environment in coordination with the Ministry of Public Security, from September 1st to November 30th, 2025. The main objective is to enrich, clean up, and assign unique identification codes to each land parcel to facilitate connection with the national land and population database.
