In Thua Thien - Hue, on the evening of November 14th, heavy rain combined with floodwaters from upstream overflowing the Da Dam in the center of Hue City caused flooding in numerous streets and residential areas.
At over 10 PM, the rain poured down, and the floodwaters rose rapidly, overflowing the Dam Da. Police erected barricades and stationed officers at both ends to prevent people and vehicles from passing through.
Numerous central streets in Hue City, such as Ba Trieu, Truong Chinh, To Huu, Nguyen Cong Tru, and Phan Chu Trinh, were flooded with water levels ranging from 0.3 to 0.5 meters. Many car owners on To Huu Street and in the Xuan Phu apartment complex had to call for tow trucks to rescue their vehicles.

Floodwaters inundated homes along the Perfume, An Cuu, and Nhu Y rivers, causing flooding of 0.5-0.7 meters. More than 1,000 households in Con Hen, Vy Da ward, located in the middle of the Perfume River, were also flooded to a depth of 0.5 meters. The ancient town of Bao Vinh, Huong Vinh ward, is currently being inundated.
Ms. Tran Thi My Ni, 33 years old, residing on Hoang Quoc Viet Street, An Dong Ward, said she had received notification that the Ta Trach reservoir upstream of the Huong River was releasing water downstream due to heavy rain, but she didn't expect the flood to rise so quickly, leaving her and her husband no time to react.
"In the afternoon, seeing that it wasn't raining and the river water was rising slowly, I carelessly didn't move my goods to avoid flooding. In just a few hours, the water had flooded the street and spilled into my shop," said Ms. My Ni.

According to the Thua Thien Hue Meteorological and Hydrological Station, due to the influence of a cold front and easterly winds at high altitudes, Thua Thien Hue experienced very heavy rainfall over the past 24 hours. Rainfall amounts reached 910 mm in Huong Son, 870 mm in Thuong Quang, 815 mm in Thuong Lo, 790 mm in Thuong Nhat, and 790 mm in Bach Ma.
Forecasts indicate continued heavy rain, with river levels rising rapidly. The Huong River is expected to reach 4 meters, exceeding alarm level 3 by 0.5 meters (approximately the peak flood level of 2022); the Bo River will reach 3.65 meters, 0.65 meters above alarm level 2; and the Truoi River will reach 3 meters.
The People's Committee of Thua Thien Hue province has ordered all students to stay home from school tomorrow to avoid flooding.
Besides Thua Thien Hue, Nghe An, Ha Tinh, Quang Tri, Quang Nam , and Quang Ngai also experienced heavy rain earlier, causing localized flooding and landslides on some roads.
