On the evening of March 7th, the Ministry of Public Security announced that after more than a week (since March 1st) of taking over the functions, tasks, and organizational structure of other sectors, the operations of the People's Public Security force have quickly become well-organized, creating interconnectedness and synchronization in all aspects of work, without interruption or disruption, and have been recognized and highly appreciated by the people.

The Ministry of Public Security and local police forces have taken over five state management tasks from various ministries and agencies concerning the police force, including: Network information security; Aviation security; Drug addiction treatment and post-treatment management; Examination and issuance of motor vehicle driving licenses; Criminal record checks and provision of public services for issuing criminal record certificates. Simultaneously, they completed the process of taking over and implementing the task of representing the owner of Mobiphone Telecommunications Corporation.

The Minister of Public Security issued decisions to dissolve 694 district-level police forces; promptly issued a Circular stipulating the functions, duties, powers, and organizational structure of provincial and commune-level police forces, which adjusted tasks when district-level police forces were no longer organized; and issued a decision to establish 77 drug rehabilitation centers under the Drug Crime Investigation Police Department. These decisions were implemented simultaneously from March 1st.

The Ministry of Public Security has also issued guidelines and decisions on the decentralization of receiving and processing administrative procedures and online public services when there are no district-level police forces; and published a list of newly issued administrative procedures related to the implementation of tasks transferred from other ministries and agencies to the Ministry of Public Security, ensuring legal consistency and avoiding legal loopholes that disrupt the normal operation of the police force as well as agencies, organizations, businesses, and individuals.

To date, after a week of implementing the new functions, tasks, and organizational structure, the principle of "running and queuing simultaneously" has been ensured, with many tasks being carried out synchronously and at the same time, ensuring implementation according to the plan. Party committees and organizations within the People's Public Security have effectively carried out political and ideological work, creating unity of understanding and determination throughout the force; the vast majority of officers possess strong political resolve, are confident in their work, and wholeheartedly support and strictly comply with the policy of reforming and reorganizing the Ministry of Public Security's organizational structure.

The tasks that the Ministry of Public Security has received from other ministries and agencies are new tasks, to be implemented in a short time with a large volume of work. Therefore, in the immediate future, there are many tasks that require high concentration to resolve, especially the compilation of records, documents, and physical facilities…

This includes continuing to advise and propose the development, amendment, supplementation, repeal, replacement, or promulgation of new legal documents to ensure the operation of the Public Security force in accordance with Government Decree No. 02; regulations on assignment, decentralization, procedures, and management of assigned tasks; regulations on personnel organization, staffing, party work, etc., in line with the new organizational model.

Focus on completing the personnel deployment at the provincial and commune-level police forces, paying particular attention to strengthening the police force at the commune level and conducting thorough assessments to select and build a team of commune-level police chiefs with sufficient qualities, capabilities, and skills to meet new requirements and tasks.

Strengthen monitoring and guidance between the Department of Professional Affairs and provincial-level police, and between provincial-level police and commune-level police in the implementation of various tasks; promptly review and proactively provide professional training for officers and soldiers; propose maximum reforms to administrative procedures, focusing on deploying online public services in newly acquired areas of work from ministries and sectors, creating the greatest convenience to serve the people…

36,722 applications for driver's license renewal have been received.

This evening, March 7th, the Traffic Police Department (Ministry of Public Security) announced that after 7 days of taking on the task, the police force has received 36,722 applications for driver's license renewal from citizens. Of these, 33,122 applications were received in person; approximately 3,600 applications were received online through the public service portal.

According to the Traffic Police Department, right from the moment they took over traffic management from the transportation sector, the traffic police force quickly stabilized its organization and carried out its duties scientifically, efficiently, and continuously, without affecting the normal activities of citizens and businesses. Many units were willing to work overtime to meet the demand for issuing and renewing driver's licenses, ensuring no interruptions or disruptions.
