The content of Resolution No. 68 sets out strong reform requirements, including: Perfecting institutions, unleashing resources, promoting innovation, and building a team of modern entrepreneurs. The Resolution also affirms that Vietnamese entrepreneurs are “soldiers on the economic front” in the new era, not only contributing to their own enrichment but also fulfilling the noble mission of building a strong and prosperous country.
Immediately after the Politburo issued Resolution No. 68, the Government submitted and the National Assembly approved Resolution No. 198/2025/QH15 on a number of special mechanisms and policies for private economic development. According to Deputy Head of the Provincial Delegation of National Assembly Deputies Nguyen Minh Tam: Resolution No. 198 was approved on May 17, 2025, less than two weeks after Resolution No. 68 was issued, a record time in legislative activities with many very special mechanisms and policies, with breakthrough ideological contents.
“Resolution No. 198 has specific regulations on improving the investment environment, supporting businesses in accessing land, credit, technology, digital transformation and human resource training, etc., especially regulations on avoiding criminalization in the economy, avoiding inspections and examinations, and solving the problem of bankruptcy procedures that we are currently facing difficulties. Resolution No. 198 is expected to create a boost for the private economy to develop strongly, becoming an important driving force of the economy. Enterprises, including those of Quang Binh, will have more advantages in expanding their scale, improving production and business efficiency and competitiveness,” emphasized Deputy Head of the Provincial Delegation of National Assembly Deputies Nguyen Minh Tam.
Following Resolution No. 68 of the Politburo and Resolution No. 198 of the National Assembly, the Government has issued a specific action program to effectively implement the resolutions. These drastic and synchronous moves clearly demonstrate the strong commitment of the Party and State to elevate the private economic sector, in line with its role as “one of the most important driving forces” of the economy.
Mr. Nguyen Quoc Huong, Director of Tuan Linh Clean Mushroom Production and Agricultural Business Cooperative, expressed his excitement and highly appreciated the content of Resolution No. 68. He said that, with the guiding viewpoint: "In a socialist-oriented market economy, the private economy is the most important driving force of the national economy", Resolution No. 68 is a strong commitment of the Party and State in accompanying and supporting businesses, especially small and "micro" businesses to develop, and can contribute more to the economy of the province in particular and the country in general.
“As a “super small” enterprise, I hope the resolution will soon come into practice, helping us quickly and fully access support policies from the Government. We hope that state management agencies will consider private enterprises as “younger siblings” to receive dedicated guidance. I believe that enterprises and cooperatives in Quang Binh in particular and the whole country in general will have the opportunity to accompany the Government to build a new country in the new era,” Mr. Huong shared.
“Drought meets showers”, “golden key to open the door for businesses to overcome barriers”, “new milestone for economic development”, “a step demonstrating strategic vision, placing the private economy in a worthy position”… are symbolic images that representatives of the business community used to talk about Resolution No. 68-NQ/TW, dated May 4, 2025 of the Politburo. The Resolution is expected to open a new development journey for the private economic sector. |
Sharing the same joy and expectation, Ms. Le Thi Hai Yen, Training Director of Oxalis Quang Binh Company, commented: Resolution No. 68 is a testament to the increasing importance of the Party and State to the private economic sector, something that the business community has long desired. “We believe that this is an opportunity for the private economic sector to receive practical support and companionship from the State, thereby contributing significantly to economic growth and towards the goal of sustainable development,” Ms. Yen said.
Not only is it the individual feeling of each enterprise, the business community of Quang Binh is also welcoming Resolution No. 68 with enthusiasm and high determination. According to Mr. Le Xuan Te, Chairman of the Quang Binh Provincial Business Association, this is a strong breakthrough in awareness and action regarding the role of the private economy.
“We expect the resolution to help remove barriers to land, capital and legal issues for businesses. The Provincial Business Association hopes to be assigned the task of retraining private businesses to improve their understanding of laws on tax, credit, land, etc. Everyone needs to participate, supervise together, and benefit from the country's development,” Mr. Te emphasized.
Quang Binh businesses and entrepreneurs believe that the "new wind" from Resolution No. 68 of the Politburo, Resolution No. 198 of the National Assembly, along with the Government's action plans and programs, will add strong momentum for the private economic sector to develop sustainably, contribute increasingly to the province's economic growth, and join hands to realize the aspiration of building a prosperous and prosperous country.
