(QBĐT) - In recent times, localities in areas affected by mineral exploitation have encountered many difficulties due to an unsecured living environment. This has significantly affected the production and new rural construction process of the locality. In this situation, the Quang Binh Center for Rural Research and Development has implemented a number of solutions to contribute to improving the livelihoods and lives of people in this area, thereby helping people stabilize their lives and gradually increase their income.

Production is difficult
Truong Xuan Commune ( Quang Ninh ) is one of the localities located in the area affected by mineral exploitation and construction material production. According to statistics of the Commune People's Committee, currently, in the commune there are 3 mines exploiting sand and gravel, 5 mines exploiting limestone for construction materials.
Ms. Tran Thanh Hien, Vice Chairman of Truong Xuan Commune People's Committee, said: Truong Xuan is a mountainous commune with two ethnic groups, Kinh and Bru-Van Kieu, living together. There are 112 poor households in the area, accounting for 13.74%, of which 77 are poor Bru-Van Kieu households. The income of the people depends mainly on agricultural production, cultivation, and livestock. In addition, people also have income from afforestation, rattan exploitation, honey, bamboo shoots, etc. In recent times, mineral exploitation activities have caused many limitations to the agricultural production of the people. Plants near the exploitation area are covered with white dust. The source of spring water for daily life of the people of Khe Day village is buried by fine rocks, affecting their daily life and livestock farming.

In Tien Hoa commune (Tuyen Hoa), one of the localities also located in the area affected by mineral exploitation. Economic development, especially in the agricultural sector, is still facing many difficulties.
Mr. Nguyen Quyet Chien, Vice Chairman of the Commune People's Committee, said: The locality currently has 8 operating mineral exploitation units, 1 industrial cluster with a planned area of ​​34 hectares. To limit the impact of mineral exploitation on the environment and production and business activities of the people, in recent years, in addition to monitoring, managing and assessing the impact of mineral exploitation activities on the environment, the locality has paid attention to creating livelihoods and orienting people to focus on developing agriculture in a sustainable direction. However, due to being a mountainous area, there are still many difficulties in creating livelihoods and building agriculture according to the value chain, especially building 3-star OCOP products. In addition, mineral exploitation activities have also had a significant impact on the agricultural production situation of the people. Many crops are affected by dust in terms of productivity, such as corn, rice, etc., which affects the income of the people.
Need sustainable direction
Although the locality and enterprises have taken measures to limit mineral exploitation, dust pollution still occurs and affects the production life of the people. Dust pollution has directly affected the flowering and fruiting of many local crops such as mango, longan, corn, rice, beans, other crops and livestock. However, due to the need for socio-economic development, the exploitation and processing of construction materials is still on the rise. Therefore, environmental pollution caused by material exploitation still has certain impacts on the production life of local people.
"Hopefully, with the timely support activities of the project, people in localities affected by mineral exploitation will raise awareness to successfully build livelihood models to improve income in the direction of agricultural product value chains to thereby increase income and improve life. If the model is successful, the unit will continue to share and replicate it in many other localities," said Mr. Pham Mau Tai.

In order to support localities in areas affected by mineral exploitation to have livelihoods and develop agriculture in a sustainable direction, recently, the Center for Rural Research and Development of Quang Binh has built a project with solutions to contribute to improving the livelihoods and lives of the people.

Mr. Pham Mau Tai, Deputy Director of the Center for Rural Research and Development of Quang Binh, said: Truong Xuan and Tien Hoa are two localities located in the area affected by mineral exploitation. Through research, the agricultural production situation in the localities, although there has been local attention and investment, however, the development still has some limitations. Typical agricultural products are mostly sold raw, not diversified products. Many typical local products have not yet built a brand, registered quality and traceable origin. The production scale is still small and the source of raw materials is not proactive. Production facilities still lack sales skills, especially online sales...

With the aim of overcoming difficulties and improving the livelihoods of people in these localities, the center has embarked on a project to support the improvement of livelihoods for people in mineral exploitation areas through promoting the development of agricultural product value chains. With this project, currently, people in the localities have been trained to raise awareness of agricultural product value chain development, including environmental advice, establishment of cooperatives and access to loan policies. The center is also implementing the following activities: Technical advice on caring for and harvesting wild bamboo shoots and biomass corn. In particular, in the coming time, people in these localities will be supported with processing equipment and completing packaging, labels, and brands of traditional local products such as Truong Xuan wild bamboo shoots and Lang Khien molasses (Tien Hoa). In addition, people will be supported with materials and fertilizers to develop and proactively manage raw material areas....
