Luong Minh commune (Ba Che district) was established in November 2024 based on the merger of Minh Cam and Luong Mong communes. Overcoming its own limitations and building upon its inherent strengths, Luong Minh commune is making impressive strides.
Visiting Luong Minh now, everyone shares the feeling that the face of the rural area here has undergone significant changes. The most prominent highlight is the result of the local government and people working together to promote economic restructuring, aiming to complete the criteria for building a New Rural Area. The people of Luong Minh commune no longer rely on government support, but have boldly and proactively invested capital and actively applied scientific and technological advancements to production. Many farm and household farm models of ethnic minority people have generated incomes ranging from tens of millions to hundreds of millions of dong per year.
Mr. Ban Van Ban, a Dao ethnic minority resident of Khe Giay village, Luong Minh commune, has made significant progress in his thinking regarding household economic development, shifting from fragmented, monoculture, and self-sufficient farming to a market-oriented economy. Besides converting hillside land previously used for acacia cultivation to high-yield crops like oranges, pomelos, and cinnamon, covering a total area of over 5 hectares, Mr. Ban's family is also the first ethnic minority household in the commune to implement the district's model of raising fragrant pigs using a matching fund model (the State invests 70% of the capital, and the family contributes 30%).
To date, Luong Minh commune has planted 554.5 hectares of concentrated forest and 5.3 hectares of medicinal plants; the income of households involved in forest planting has reached over 100 million VND/year; the average income of Luong Minh residents is currently 78.9 million VND/person/year. All 11 villages in Luong Minh commune have achieved the New Rural Area standard; the commune is currently developing a smart village model in Dong Giang B and Dong Doong villages. By 2025, Luong Minh aims to plant 615 hectares of concentrated forest, including 5 hectares of large timber forest. Since the launch of the Tree Planting Festival (February 3rd), the entire commune has planted more than 2 hectares of forest.
In particular, under the flexible and decisive direction and management of the Party committees and government at all levels, and with the consensus of the people, many inter-village roads in the commune have been formed and reinforced, creating favorable conditions for travel, exchange, and trade for the people. In 2024, in Luong Minh commune, roads were invested in in Xom Moi - Dong Giang A (0.84km), Dong Cau (1.37km), Bai Lieu (1.06km), Khe Na (1.2km), Khe Giay (2.2km), Dong Doong - Khe Ang (1.2km), and Dong Tan - Dong Quanh (0.8km) villages. The entire commune mobilized people to donate land, trees, and crops to beautify the centers of the villages, with a total of more than 100 households and an area of nearly 20,000m2. The percentage of main village roads that have been asphalted reached over 90%. Seven out of eleven villages have successfully maintained models of bright, green, clean, and beautiful roads with rows of flowers and trees along the route to create a scenic landscape, and a lighting system using solar-powered lights.
In 2025, Luong Minh commune will focus its investment on building a model new rural area based on completing the socio-economic infrastructure system towards urban development; mobilizing people to shift the economic structure towards both sustainable forest economic development and the development of services and tourism associated with the unique topography and cultural identity of the ethnic minorities in the locality. The goal is to achieve an average income of 84 million VND/person; environmental criteria; smart villages; and to become an outstanding model new rural commune. The commune will continue to attract investment to soon transform it into the second urban area of Ba Che district, thereby driving socio-economic development in the entire region.
