On June 9, Mr. Nguyen Giang Nam, Deputy Director of Thanh Hoa Department of Home Affairs, sent a document to the People's Committee of Muong Lat district regarding the promotion of civil servants under the People's Committee of Muong Lat district.

Previously, on June 5, the Department of Home Affairs received a petition from a group of civil servants working at public service units under the People's Committee of Muong Lat district.

The petition reflects that Muong Lat district has not yet implemented the promotion of civil servant professional titles according to the quota approved by the province on March 24, 2025.

After consideration, the Department of Home Affairs forwarded the petition of the collective of civil servants to the People's Committee of Muong Lat district, requesting the People's Committee of the district to urgently implement the process of considering promotion of professional titles of civil servants in 2025 according to the criteria approved by the Provincial People's Committee and instructions of the Department of Home Affairs, ensuring completion before July 1, 2025.

Although there was a document from the Department of Home Affairs, on June 12, Mr. Trinh Van The, Chairman of the People's Committee of Muong Lat district, sent a document to the People's Committees of communes and towns in the area, announcing that the consideration of civil servant promotion would be transferred to the People's Committees of new communes after the 2-level local government apparatus was rearranged, reorganized, and put into operation from July 1.

In the document, the Muong Lat District People's Committee explained that the delay was due to the need to mobilize all human resources and time to complete the work serving the arrangement and consolidation of the administrative apparatus according to the direction of the Central Government and the Provincial People's Committee. Therefore, there was no longer enough time to complete the implementation before the district-level administrative unit ended.

Regarding the above matter, Mr. Tran Quoc Huy, Director of Thanh Hoa Department of Home Affairs, directed Muong Lat district to carry out the promotion review for civil servants according to regulations and within the time assigned by the province.

The Ministry of Education and Training has just announced internal administrative procedures in the state administrative system in the field of regimes and policies for teachers under the management of the Ministry, clearly stating the procedures for teachers/lecturers to register for promotion consideration.
