According to a resolution of the National Assembly, from July 1st, Binh Thuan, Dak Nong, and Lam Dong provinces will merge and be named the new Lam Dong province, with its administrative center located in the current Da Lat city. The Lam Dong Provincial People's Committee has also proposed temporarily relocating approximately 30% of its staff to the former offices of Binh Thuan and Dak Nong to handle administrative matters, aiming to expedite procedures for citizens and avoid inconvenience when the new Lam Dong province becomes operational. To date, the merger of communes and departments to create a two-tiered government system in Binh Thuan has been largely completed. The issue of utilizing surplus infrastructure is a matter of great concern, as these public assets were built over many years with substantial investment.
In Phan Thiet, a stroll through the city center along major roads like Tran Hung Dao, Nguyen Tat Thanh, and Vo Van Kiet reveals many well-built and attractive headquarters of various departments and agencies. Many of these buildings, constructed just a few years ago or recently renovated, are aesthetically pleasing and possess significant architectural value. Furthermore, these headquarters are located in prime locations on major roads, in the city center, tourist hubs, and along routes to the coast, making them highly valuable economically . Therefore, some people suggest that if any headquarters are still in use or their function can be repurposed for general purposes, the province should retain them. However, any surplus buildings should be "removed" to prevent prolonged infrastructure deterioration.
Not only in Phan Thiet, but also in some districts, wards, communes, and even villages and neighborhoods, there is still surplus infrastructure. Many places have very good locations for businesses and individuals to renovate into houses or business and production sites... Mr. Mai Van M. - Director of D. Tourism Company said: The advantage of most of the agency headquarters is that they are mostly located on main roads, have large areas, and the land and buildings all have legal documents. If the province arranges well to lease them long-term or auction them off, I think many units and individuals will participate in buying them to renovate for business purposes...
Leasing or auctioning off surplus facilities generates budget revenue, ensures the proper use of public assets, and prevents asset waste. This is a problem that needs to be considered promptly by the competent authorities, avoiding prolonged delays that could lead to the deterioration of the facilities and reduce their economic value.
