Ground level hinders progress of project to upgrade National Highway 4B through Lang Son

Many unresolved land issues have greatly affected the progress of the project to upgrade National Highway 4B through Lang Son province.


The Ministry of Transport has just issued a telegram requesting the People's Committee of Lang Son province and the Department of Transport of Lang Son to thoroughly handle difficulties and obstacles, speed up the progress of compensation, support and resettlement for the project to upgrade the section Km18 - Km80 of National Highway 4B.

The dispatch stated: In the past time, the People's Committee of Lang Son province has made efforts to organize and implement site clearance work. Up to now, the site has been handed over for construction of about 58km out of a total length of more than 63km (reaching more than 91%).

However, according to the investor's report, the handed over site still has many locations that people have not yet allowed to construct because the plan and compensation unit price have not been agreed upon by households and the costs have not been paid.

The handover of the site is not continuous, "stuck", and many technical infrastructure works (optical cables, electric poles, domestic water lines, etc. have not been relocated), affecting the implementation of the project.

The remaining part has not been constructed for about 5km. Of which, Loc Binh district is about 2.9km, Dinh Lap district is about 2.5km.

To completely resolve the site clearance bottleneck for the project, the Ministry of Transport requested the People's Committee of Lang Son province to resolutely direct departments, branches, localities and related units to focus on removing difficulties and obstacles, speeding up the compensation, support and resettlement work of the project, especially the progress of investment in the construction of the resettlement area in Dinh Lap district, relocating technical infrastructure works, and promptly handing over the entire site to the investor.

"Local authorities also need to direct investors, consultants, and contractors to take advantage of favorable weather conditions, focus on construction, work overtime "3 shifts, 4 shifts" to speed up progress, and meet the disbursement schedule of public investment capital according to the Prime Minister 's direction," the dispatch stated.

With the Department of Transport of Lang Son, the Ministry of Transport requires close coordination with relevant agencies to review, develop plans, and progress of each specific task, and coordinate with departments, branches, and local authorities in the spirit of maximum effort to shorten the time to complete the project.

The project to upgrade the section Km18 - Km80, National Highway 4B connecting Lang Son - Quang Ninh has a total length of over 62.5 km. The total investment is nearly 2,300 billion VND.

The project started in early 2024 and was originally scheduled to be completed by the end of 2024.
