Minh Hoa: 100 billion VND road project difficult to construct due to site clearance

(QBĐT) - The Hong Hoa-Yen Hoa-Quy Dat road project (phase I) has a total investment of 100 billion VND, invested by the People's Committee of Minh Hoa district. When completed, it is expected to serve the transportation and travel needs of the people, develop the economy , and ensure national defense and security of the district. However, the project's construction still faces difficulties in site clearance because some households have not yet relocated.

This project has a total length of more than 7km through Yen Hoa commune and Quy Dat town, with 2 items, including: Road with a road surface width of 5.5m and construction of 2 new bridges at residential groups (TDP) 2 and TDP 9, each bridge is 77.15m long, the total width is 11.5m. The project started in February 2022, the implementation period is until the end of 2024.

Currently, the contractor, Tien Phong General Construction Company Limited, is making efforts to speed up construction. However, the construction of some items is very slow (up to now, only about 10%) due to site clearance work, the weather in the area is not very favorable, and capital disbursement is low (in 2021, 30.9/30.9 billion VND was disbursed, but in 2022, only 7.33/29 billion VND was disbursed).

Director of the Project Management Board and Land Fund Development of Minh Hoa District Doan Phuc Hanh said: “The progress of disbursement of capital in 2022 of the project is still low due to many difficulties and obstacles in the process of land acquisition and clearance. There are 200 households and 2 organizations affected along the route. During the land acquisition and clearance process, the People's Committee of Minh Hoa District directed relevant departments, branches and localities to propagate and mobilize, and propose many drastic and direct solutions to affected households. Thanks to that, the majority of individuals and organizations agreed to the compensation level to hand over the site for the project. However, by the end of 2022, there were still 10 households that did not accept the land acquisition and clearance compensation plan with the common reason that the compensation price was too low compared to the market.”

Specifically, in Quy Dat town, there are 6 households and Yen Hoa commune, there are 4 households that have not yet given up their land for land acquisition; including Mr. Dinh Minh Ch., in Group 7, Quy Dat town, whose land and assets on the land are located in the middle of Quy Dat 3 bridge. To persuade Mr. Ch. to hand over the site, Minh Hoa district People's Committee supported compensation for land and assets on the land with more than 840 million VND. In addition, the district People's Committee arranged an additional resettlement land plot according to regulations, but Mr. Ch. did not accept and requested the district People's Committee to arrange another land plot in Group 7, Quy Dat town, near his old residence.

At Mr. Ch.'s request, the District People's Committee directed relevant departments and offices, and the Quy Dat Town People's Committee to arrange another plot of land in TDP 7 according to the request and wishes of the household. However, during the work at the site, Mr. Ch. still did not agree and requested the government to compensate and support at market price with a total amount of 4.5 billion VND.

Minh Hoa District Party Secretary Bui Anh Tuan emphasized: The Hong Hoa-Yen Hoa-Quy Dat road project (phase I) is the largest-scale project ever in Minh Hoa district, invested by the district. After completion and put into use, the project will gradually improve the traffic infrastructure, contributing to promoting socio-economic development and ensuring national defense and security of the district.

In addition to Mr. Ch.'s household, there are still households in Quy Dat town that have not accepted the compensation because they think the compensation price is too low. To clear the land for the construction project, the district People's Committee has requested the Vietnam Fatherland Front Committee of Minh Hoa district to coordinate with organizations at all levels to directly propagate and mobilize households that are still having problems.

Vice Chairman of the Vietnam Fatherland Front Committee of Minh Hoa District Dinh Hong Sam said: Through many times of propaganda and mobilization, up to now, many households have accepted the compensation plan to hand over the site. Of which, 4 households in Yen Hoa Commune basically agreed with the compensation plan. In Quy Dat Town alone, 5/6 households agreed, but proposed to support additional compensation costs. In the coming time, the Vietnam Fatherland Front Committee of the district will coordinate with the investor to continue to propagate and mobilize people to accept compensation for land acquisition for the project. If the households do not agree, we will report to the District People's Committee to find a solution."

Director of the Project Management and Land Fund Development Board of Minh Hoa District, Doan Phuc Hanh, said: “The Board is also actively coordinating with the Vietnam Fatherland Front Committee of the district to continue to propagate and mobilize affected households in many forms. If people are determined not to receive compensation support money for site clearance, we will propose to ask for direction from the District People's Committee to use strong measures and develop a plan to organize compulsory land recovery in accordance with regulations”…
