The plan was issued with the aim of promoting propaganda on preventing and combating human trafficking, especially propaganda on preventing and combating domestic human trafficking, human trafficking in the form of fraudulently sending workers to work abroad, "easy jobs with high salaries"; strengthening the work of grasping the situation, fighting and suppressing human trafficking crimes, especially crimes of trafficking in people under 16 years old; doing a good job of receiving, verifying, identifying, rescuing, protecting and supporting victims of human trafficking and people in the process of being identified as victims.

Deploying activities in response to "World Day against Trafficking in Persons" and "National Day against Trafficking in Persons on July 30" must be practical, effective, economical, consistent with international practices and the theme of "World Day against Trafficking in Persons" in 2025 is: "Human trafficking is an organized crime - Stop the exploitation".

The Deputy Prime Minister requested ministries, ministerial-level agencies, government agencies and People's Committees of provinces and centrally run cities, within their scope of responsibility and authority, to proactively organize activities in response to "World Day against Trafficking in Persons" and "National Day against Trafficking in Persons 30/7" in 2025 in specific, diverse and rich forms, combining direct propaganda in the community, on official media channels and social networking platforms; at the same time, focus on implementing the following specific tasks:

The Ministry of Public Security has the responsibility to proactively grasp the situation, resolve the situation early, from afar, from the grassroots level. Effectively deploy plans and professional solutions to prevent, combat, and suppress human trafficking crimes, especially human trafficking rings.

At the same time, launch a peak period of attack and suppression of human trafficking crimes nationwide, from July 1, 2025 to September 30, 2025.

Coordinate with the Central Committee of the Vietnam Women's Union, the Central Committee of the Ho Chi Minh Communist Youth Union, the People's Committee of Hue City and relevant ministries and branches to organize activities in response to "World Day against Trafficking in Persons", "National Day against Trafficking in Persons 30/7" and the Launching Ceremony to join hands in preventing and combating human trafficking in Hue City. Announce the theme of "World Day against Trafficking in Persons" in 2025.

Strengthen patrols and strictly control the border to promptly prevent and handle human trafficking activities.

The Ministry of National Defense directed the functional forces to launch a high-point campaign to attack and suppress human trafficking crimes in border areas, border gates, seas, islands and areas under their management, focusing on resolutely fighting against human trafficking rings. Strengthen propaganda, dissemination and education, raise legal awareness and actions on preventing and combating human trafficking for officers and soldiers in the entire army and the masses in border areas. Strengthen patrols and strictly control borders, border gates, seas, islands and areas under their management, promptly detect, prevent and handle human trafficking activities.

The Ministry of Health has done a good job of supporting victims. Directed and effectively implemented the work of receiving, protecting and supporting victims and those in the process of being identified as victims at Social Assistance Facilities and Victim Support Facilities.

The Ministry of Home Affairs strengthens management, guidance, and inspection of law enforcement in job placement activities, sending Vietnamese workers to work abroad, and recruiting foreigners to work in Vietnam...

The Ministry of Foreign Affairs directs Vietnamese representative agencies abroad to effectively carry out the work of protecting Vietnamese citizens, promptly implementing the reception, verification, identification, protection, and support of victims of human trafficking and those in the process of being identified as victims.

The Ministry of Education and Training strengthens propaganda, dissemination, and education of laws on preventing and combating human trafficking integrated into extracurricular learning activities, in accordance with the requirements of each level of education, field of study, age, and region.

Organizing the launching ceremony to join hands to prevent and combat human trafficking in Hue city

People's Committees of provinces and centrally run cities shall strengthen state management, inspection and examination of areas and business establishments prone to human trafficking crimes, and perform well the work of receiving, protecting and supporting victims to reintegrate into the community. Implement a peak period of attacking and suppressing human trafficking crimes (from July 1, 2025 to September 30, 2025).

The People's Committee of Hue City coordinated with the Ministry of Public Security, the Central Committee of the Vietnam Women's Union, the Central Committee of the Ho Chi Minh Communist Youth Union and relevant ministries and branches to organize activities in response to "World Day against Human Trafficking", "National Day against Human Trafficking on July 30" and the Launching Ceremony to join hands in preventing and combating human trafficking in Hue City.
