The model of getting rich increases, poverty will decrease, look at the good way in Phu Yen

Mr. Le Duc Tinh - Deputy Director of the Department of Labor, War Invalids and Social Affairs of Phu Yen province said: "Recently, localities have focused on implementing Project 2 and Sub-project 1 of Project 3 to support projects and plans for community production development; provincial departments, branches and sectors have organized propaganda and capacity building for officials working on poverty reduction at all levels.

According to the summary, in the first 9 months of 2024, 14,395 million VND has been implemented and disbursed, of which the central budget is 13,640 million VND, the local budget is 755 million VND. Accumulated to the reporting time of the period 2022-2025, the whole Phu Yen province disbursed the Sustainable Poverty Reduction Program of 30,380 million VND (career capital), reaching 24.2% of the total capital for 2022-2024".

Along with the effective implementation of integrating socio-economic development programs with the Sustainable Poverty Reduction Program, Phu Yen province has gradually implemented policies on job creation, housing support, electricity bill support, and health insurance card purchase for the poor, social protection beneficiaries, and ethnic minorities living in particularly difficult areas.

In the first 9 months of the year, the Department of Labor, War Invalids and Social Affairs of the province issued 11,964 health insurance cards to the poor; 29,588 health insurance cards to people in near-poor households, of which 2,947 were ethnic minority near-poor households.

In addition, 54,903 health insurance cards were issued to people in agricultural, forestry, fishery and salt-producing households with average living standards; 31,808 health insurance cards were issued to ethnic minorities living in disadvantaged areas and 11,192 health insurance cards were issued to people living in extremely disadvantaged areas; 8,347 health insurance cards were issued to ethnic minorities escaping poverty according to Decree No. 75/ND-CP of the Government.

In particular, the Department provided loans for production development to 934 poor households, with an amount of 47 billion VND; 3,913 near-poor households, with an amount of 191 billion VND; 6,896 households that have just escaped poverty, with an amount of 365 billion VND. Loan support for students with especially difficult circumstances was provided to 3,949 people, with an amount of 91 billion VND. Thereby creating favorable conditions for poor households, near-poor households, and households that have just escaped poverty to borrow capital for production, increase income, and help students with difficult circumstances feel secure and stable in their studies.

At the same time, implement the tuition exemption and reduction policy, support study costs for students from poor and near-poor households according to Decree No. 81/2021/ND-CP dated August 27, 2021 of the Government. Implement housing support for poor households and policy households in the province from the Temporary Housing Elimination Program for Poor Households from the Fund for the Poor, in the first 5 months of the year, 33 houses were supported with an amount of 1,650 million VND.

Mr. Tinh said that the Department of Labor, War Invalids and Social Affairs of Phu Yen province has organized vocational training courses for rural workers, especially ethnic minorities. Accordingly, by the end of September 2024, the rate of trained workers in the province reached 77.26%, of which the rate of having certificates reached 28.62%, contributing to improving the quality of skills for rural workers, giving people the opportunity to increase their income, stabilize their lives and escape poverty sustainably.

In addition, the Department coordinated with units to create jobs for 23,524 workers, reaching 89.44% of the annual plan; labor export in the first 9 months of the year was 222 people, reaching 49.33% of the annual plan.

"To complete the tasks in 2024, the Departments, branches and sectors focus on directing and guiding the implementation of projects and sub-projects of the National Target Program on Sustainable Poverty Reduction to ensure the correct objectives, objects and disbursement in 2024; organize monitoring, evaluation and reporting on the implementation of the Program in the locality periodically and suddenly according to regulations.
