People of Vinh Hung commune, Phu Loc agree with the plan to merge communes in Ba area into Vinh Loc commune.

On April 25, 2025, at the 23rd thematic session, term VIII, term 2021 - 2026, the People's Council of Hue City approved the policy on the Project on rearranging commune-level administrative units (CAUs) in 2025. Accordingly, Hue will rearrange 133 existing CAUs to reorganize into 40 new CAUs. Particularly in Phu Loc, 27 CAUs, including 23 communes and 4 towns, will be rearranged into 8 CAUs. In area 3, including: Vinh Hung, Vinh My, Giang Hai, Vinh Hien will be merged to establish Vinh Loc commune.

According to the leader of Vinh Hung commune, the communes in Zone 3 have similarities in terms of history, culture, customs and lifestyle. For a long time, most people often got married in the area and settled down in the localities. “When the communes are merged, the terrain will be uniform, one side is the sea, the other side is the lagoon. This will help the new commune develop the marine and lagoon economy better. Other socio-economic forms are complementary to each other. The current Vinh Hung commune area will be the educational center of the region, Vinh My has a wholesale market for the whole region, Vinh Hien has a seaport and sea tourism. Trading goods is therefore more convenient. Later, when there is a connection from National Highway 1A to the commune and the coastal road connecting to Chan May - Lang Co, the new Vinh Loc commune area will have opportunities to develop faster,” analyzed Mr. Nguyen Quang Huy, Chairman of Vinh Hung Commune People's Committee.

In Quang Dien district, people also agreed with the plan to merge two communes of Quang Cong and Quang Ngan with Phong Hai ward to form Phong Quang ward. At the meeting of the People's Council of Quang Dien district to approve the plan to form Phong Quang ward, delegates analyzed that when Phong Quang becomes a ward, it will promote the development of coastal urban areas in the northern area of ​​Hue city, when this coastal area is increasingly invested in, demonstrating regional cohesion. This merger is also consistent with the current planning for the construction of Hue city under the central government.

Mr. Nguyen Anh Cau, Head of the Propaganda and Mass Mobilization Department of Quang Dien District Party Committee analyzed that the choice of the name Phong Quang clearly shows the geographical origin of the merged units, ensuring continuity, easy identification and not causing confusion for the people. The name Phong Quang contains the meaning of convergence and cultural exchange between two coastal areas with a tradition of living by fishing, aquaculture and closely connected to rivers and the sea. It is not only expected to open a new stage of socio-economic development, but also a way to preserve and promote a new identity for the locality.

Develop strengths to develop

At the 18th expanded Hue City Party Committee meeting, followed by the 23rd thematic People's Council meeting held at the end of April 2025, the city leaders emphasized that the arrangement of communal-level administrative units aims to expand development space and enhance capacity for the communal level. The role and position of the communal level are enhanced when they are directly under the city, not through an intermediary level; at the same time, improving the management and operation efficiency of local authorities, promoting socio-economic development.

In Phong Dien town, Phong Xuan and Phong My communes were merged with Phong Thu ward to form Phong Dien ward. Phong Xuan and Phong My are two communes in the semi-mountainous area, with advantages in forest economy. However, compared to the general level, in recent years, these two communes have been slow in economic development. When merged to become a ward, it is expected to help share investment resources and give more priority to the development of the two western areas of Phong Dien ward.

Mr. Nguyen Huu Chung, Chairman of Phong My Commune People's Committee, said that Phong Dien ward will have two parallel arterial roads running through it, namely National Highway 1A and Cam Lo - La Son Expressway. In the coming time, to promote development, the roads connecting National Highway 1A and Cam Lo - La Son Expressway, namely Provincial Road 9 and Provincial Road 17, need to be invested in and expanded. When the connection is convenient, Phong Dien ward will certainly develop faster, especially in the fields of industry and tourism - services.

Returning to the communes of Ba area, Phu Loc district, to promote the development of this area, infrastructure needs to be further invested. In addition to National Highway 49B, there needs to be a coastal road connecting seamlessly from the beginning of the commune to the end of the commune. In addition to the advantages of fishing, aquaculture, and seafood farming, the new direction that Vinh Loc commune needs to focus more on is the formation of the seafood processing industry. At the same time, sea and lagoon tourism are also expected to open up an effective development direction for Vinh Loc commune in the future if well invested.

Party Central Committee member, City Party Committee Secretary, City People's Council Chairman, Head of Hue City National Assembly Delegation Le Truong Luu, Head of the City Steering Committee for Administrative Unit Arrangement, emphasized: This administrative unit arrangement is an opportunity to reorganize the local government system in a more modern and effective direction; the plan for arranging commune-level administrative units takes into account factors such as natural conditions, traffic infrastructure, distribution and organization of economic spaces to ensure maximum promotion of potential and advantages for economic development. This is not only a change in boundaries, but also a reform of the apparatus, improvement of service quality for the people, creating a foundation for sustainable development.
