According toVIB , the fee is applied based on the terms and conditions for opening and using payment accounts, along with the payment account service fee schedule for individual customers at the bank.
Specifically, payment accounts that do not have any transactions for 12 consecutive months or more will be charged a fee of VND 10,000/month (excluding VAT), called the "personal account freezing" fee.
The first toll collection period is expected to start in December 2025, during the first 15 days of each month.
For inactive accounts with insufficient balance to collect fees, VIB will deduct the remaining balance into the prescribed fees; the uncollected fees will be waived for customers.

In case of need to continue using the payment account, customers can reactivate the account to avoid being charged fees, specifically: For accounts that have been inactive for 12 consecutive months or more, customers can proactively activate them by generating a transaction to credit the account.
For accounts that have been inactive for 60 consecutive months or more, customers need to go to a VIB branch/transaction office for support.
If no longer needed, customers can go to the branch/transaction office to close the payment account.
According to VIB's current fee schedule, the bank waives monthly account management fees; however, the fee for closing a payment account is VND 50,000/time.
The State Bank said that by the end of 2024, the proportion of people aged 15 and over with bank accounts will reach 86.97%. This figure is lower than the 87.08% of 2023, explained by the process of screening, cleaning data and verifying account biometrics.
Currently, the country has about 200 million bank accounts, but the number of "live" accounts, which have been checked and cleaned of information, includes more than 132.4 million individual customer records (CIF) and more than 1.4 million organizational customer records, according to data up to October 10, 2025. The check is done via chip-embedded CCCD or VNeID application.
The State Bank also deployed a management information system to support fraud prevention, based on data collected from authorities and reports from commercial banks to share and warn promptly.
The system has been tested since April 2025, applied at 5 commercial banks. Initial results show that about 1.5 million transactions have received warnings, leading to 490,000 transactions being stopped, equivalent to an amount of about 1,800 billion VND as of October 2025.
