There has been no comment from the Ukrainian government on this information. Ukraine has almost never publicly accepted responsibility for attacks that occur in Russian territory. Reuters has not been able to verify the truth of the incident.

Vyacheslav Gladkov, governor of the Belgorod region, said Grad rockets were directed at a market area, damaging a building and two nearby vehicles.

“My condolences, one person has died – a woman who was cycling on the sidewalk at the time of the attack. Injuries from shrapnel took her life,” Gladkov wrote on his Telegram channel.

The attack on two settlements in the Belgorod region on Sunday caused no casualties but damaged three housing blocks in Gorkovsky, several warehouses, a fence, a water tower and a high-voltage power line in the agricultural area in Ilek-Penkovka, he said.

The Grad (meaning Hail) rocket system is a truck-based missile system used by both Ukrainian and Russian forces. The targeting of civilian areas by this weapon system has been considered a war crime by human rights groups.

The town of Shebekino, 5km from the Ukrainian border, has been repeatedly attacked by what the Russian government says is indiscriminate shelling by Ukrainian armed forces.

The Kyiv government has also accused Russia of indiscriminate shelling of residential areas in Ukraine. Both sides deny the accusations of attacking civilians.

In May and June, the Belgorod region was rocked by fighting that broke out after pro-Ukrainian armed groups with ethnic Russian members crossed the border from Ukraine and attacked Russian security forces.
