Entering 2025, let's look back at the outstanding achievements that the city's Health sector has achieved in the past year, to better understand the difficulties, hardships as well as the silent dedication of the medical staff, thereby firmly believing in a bright future for the health sector of the Port City.
1. The results of the 2024 tasks of the health sector all met and exceeded the targets according to the set plan.
The implementation results in 2024 show that 13/13 targets met the set plan, of which 03 targets exceeded the plan, specifically:
- Number of hospital beds/10,000 people (excluding hospital beds of commune and ward health stations): Planned 42 beds, implemented 45 beds, reaching 107.1% of the plan.
- Number of doctors/10,000 people: Plan 14.5 doctors, implemented 15.27 doctors, reaching 105.3% of plan.
- Rate of Health Stations meeting the National Criteria for Commune Health by 2030: Plan 80%, implementation 95%, reaching 118.8% of plan.
2. Develop and implement a number of mechanisms and policies in the health sector
- 2024 is the first year of implementing the Project "Improving the capacity of the public health system in Hai Phong city by 2030". Activities of investing in infrastructure, supplementing medical equipment, along with policies on human resources in the health sector have been implemented synchronously, ensuring savings and efficiency.
+ The City People's Council has approved the investment policy for 05 public projects with a total estimated value of about 391 billion VND, including: Bach Long Vi Military-Civilian Medical Center, Vinh Bao District General Hospital, Thuy Nguyen District General Hospital, Tien Lang District Medical Center, and Viet Tiep Friendship Hospital. In particular, the project to build a 2-storey public house, canteen and infection control building at Bach Long Vi Military-Civilian Medical Center was honored to have Comrade To Lam , General Secretary of the Party Central Committee, visit and attend the groundbreaking ceremony.
+ The Department of Health has proposed a preliminary design for the Hai Phong Mental Hospital construction investment project with a scale of over 350 beds. The project is expected to be implemented in Dai Tra village, Dong Phuong commune, Kien Thuy district, Hai Phong city, on an area of 5.03 hectares and a total estimated investment of about 467.1 billion VND. It is expected to be submitted to the City People's Council in 2025 for consideration and decision on the project investment policy.
+ The Department of Health has successfully organized bidding for 19/20 medical equipment procurement packages, with a total value of up to about 80 billion VND.
+ The city has allocated 46.2 billion VND to implement the remuneration regime for health sector human resources in 2024.
- The City People's Council issued Resolution No. 103/NQ-HDND dated December 8, 2024 regulating specific prices for medical examination and treatment services in Hai Phong city to ensure compliance with the cost of salary increase according to regulations.
- Timely deploy and implement newly issued legal documents, including: Law on Medical Examination and Treatment 2023, Law on Bidding 2023, Law on Social Insurance 2024, and other relevant legal documents.
3. Proactively deploy medical response work, promptly count the damage, propose funding and implement measures to overcome the severe damage caused by storm No. 3.
On September 7 and 8, 2024, Hai Phong city was severely affected by storm No. 3 (Storm YAGI). Strictly implementing the directives of the Prime Minister, the City People's Committee and the Department of Health on proactively responding to storms and floods, the work of ensuring people's safety before, during and after the storm has been deployed synchronously and effectively:
- Before the storm hit, the Department of Health promptly issued documents directing and guiding medical facilities to deploy medical work, focusing on preparing and developing plans and solutions for storm and flood prevention. This is to ensure that medical care is always maintained continuously and effectively.
- When the storm hits, the transportation and emergency care of patients and victims is always ready. Mobile emergency teams maintain a state of readiness to respond to lower levels when ordered. At the same time, plans to protect or relocate medical facilities are urgently deployed to ensure absolute safety for patients, medical staff as well as medical equipment in areas directly affected by the storm.
- After the storm, focus on implementing preventive measures in disease prevention and control after storm YAGI in the area. Damage statistics are urgently carried out, funding is proposed and timely implementation is made to overcome the severe damage caused by the storm, to ensure that medical units soon stabilize operations and continue to serve the people.
4. Successfully develop and deploy specialized techniques
Hai Phong's health sector has successfully applied many modern techniques, approaching the level of central and international hospitals such as: closed heart surgery, open heart surgery for both children and adults; endoscopic rectal surgery; spinal microsurgery; screw locking surgery, internal pelvic fusion; endoscopic coronary artery bypass surgery, mediastinoscopy; surgery for cervical and lumbar spinal stenosis using the Shiashi method... In particular, the introduction of the accelerator radiotherapy machine into treatment has helped cancer patients in Hai Phong have the opportunity to access advanced treatment methods right in the locality.
- In 2024, Hai Phong's health sector continued to affirm its position with remarkable advances in the field of organ transplantation. Viet Tiep Friendship Hospital successfully performed 06 kidney transplants, while Hai Phong Eye Hospital also made its mark with 02 successful corneal transplants.
- Viet Tiep Friendship Hospital constantly develops and deploys many specialized techniques in intensive care, including: ECMO technique, Command hypothermia, Continuous blood filtration to treat shock, multiple organ failure and cardiopulmonary resuscitation, contributing to improving the effectiveness of treatment for critically ill patients.
- Hai Phong Obstetrics and Gynecology Hospital continues to be assigned the task of directing the Obstetrics and Gynecology specialty line from the Central level, demonstrating its leading role in the field of reproductive health care in the Northern region.
- The Tissue Bank of Hai Phong International Obstetrics and Pediatrics Hospital officially came into operation in August 2024, after being licensed by the Ministry of Health. This is a pioneer in the field of stem cells, owning an international standard laboratory, modern equipment and a team of experienced experts. The tissue bank provides stem cell storage services from umbilical cord blood, umbilical cord tissue, dental pulp tissue, adipose tissue..., bringing opportunities to protect the future health of children and families. With the potential to regenerate and restore tissue, stem cell therapy promises to open up new hope in the treatment of serious diseases, improving the quality of community health care.
5. Preventive medicine and food safety and hygiene work are guaranteed.
Hai Phong continues to affirm its position as a bright spot in the country in disease prevention and control. In the context of complicated developments of dengue fever in many provinces and cities across the country, thanks to effective implementation of propaganda and disease prevention measures, the city has successfully prevented dengue fever, while doing a good job in vaccination, primary health care and prevention of non-communicable diseases.
The Department of Health has advised the City People's Committee to issue directives and strengthen measures to manage and treat dengue fever, ensuring strict control of the epidemic situation in the area.
In addition, the city synchronously deploys preventive medical solutions, especially effectively implementing the Expanded Immunization Program, contributing to increasing the rate of community immunity and preventing the risk of dangerous disease outbreaks.
Food safety management is also focused on strengthening control, proactively preventing food poisoning and promptly responding to mass poisoning incidents. The city ensures food safety during major holidays, especially the series of events in response to the Red Flamboyant Festival in 2024.
In addition, Hai Phong has also effectively implemented medical quarantine at airports and seaports, and proactively implemented measures to prevent and combat emerging infectious diseases such as monkeypox, influenza A/H5N1, Ebola, MERS-CoV, yellow fever, etc. according to the International Health Quarantine Regulations. In particular, the city has strengthened the monitoring, detection and control of the Marburg epidemic, preventing the risk of infiltration into Vietnam.
Hai Phong also exceeded the targets for improving population quality, notably organizing periodic health check-ups for nearly 52,000 elderly people in 217 communes, wards and towns, contributing to improving the quality of community health care.
6. Resolutely implement measures to ensure adequate supply of medicines, medical supplies and equipment for medical examination and treatment.
Bidding for the procurement of drugs, medical supplies, chemicals, and biological products is carried out in accordance with State regulations, ensuring timely supply for medical examination and treatment. Units always maintain adequate emergency medicine stocks in departments and rooms, as well as medicine for disease prevention, natural disasters, and catastrophes. At the same time, the list of drugs for centralized bidding at the local level for the period 2025-2026 is completed.
Deploy the list of drugs covered by health insurance to health stations, ensuring that each health station has a complete list of drugs with specific quantities at the station.
Synchronously deploy GPs principles and standards, ensuring comprehensive drug quality management. Focus on pharmaceutical work in hospitals, especially clinical pharmacy activities, to ensure safe, rational and effective use of drugs, combined with drug use counseling. This is also the key theme of Hai Phong Pharmaceutical Industry in 2025.
