Opening the Conference, Vice Chairman of the Central Committee of the Vietnam Fatherland Front Hoang Cong Thuy stated that Resolution No. 60-NQ/TW of the 11th Conference of the 13th Party Central Committee agreed on the direction of building a two-level local government organization model, arranging socio-political organizations and mass associations assigned by the Party and State into the Vietnam Fatherland Front.
Therefore, this constitutional amendment is very necessary to create a constitutional basis for implementing the revolution of streamlining the apparatus; building, perfecting, and improving the efficiency of the political system, meeting the requirements and tasks of national development in the new situation.
"The scope of this amendment and supplement to the Constitution is limited, focusing on 8/120 articles of the 2013 Constitution to promptly institutionalize the Party's policy on arranging the agencies of the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and State; perfecting the model of organizing two-level local governments in the direction of being closer to the people, serving the people better," said Vice President of the Central Committee of the Vietnam Fatherland Front Hoang Cong Thuy.
According to the Vice Chairman of the Central Committee of the Vietnam Fatherland Front, amending and supplementing the Constitution, regardless of scope or scale, is a very important task for the entire political system.
The Politburo, the Secretariat, and the Party Central Committee have directed that the amendment and supplementation of the Constitution must be carried out carefully, objectively, democratically, scientifically , and effectively with the active and synchronous participation of agencies, organizations, experts, and scientists; ensuring widespread and active discussion and participation of all classes of people, cadres, party members, experts, scientists, and the entire political system, creating political activities, patriotic emulation movements, and being responsible to the country in amending the 2013 Constitution.
General Secretary To Lam also directed: "Continue to widely disseminate to the people the purpose, meaning, scope, and content of amending and supplementing a number of articles of the 2013 Constitution; diversify forms for people to contribute opinions, without restriction or any form; ensure promoting democracy and substance in collecting opinions".
Immediately after the Committee for Drafting Amendments and Supplements to a Number of Articles of the 2013 Constitution issued a Plan on collecting public opinions and announcing the draft Resolution amending and supplementing a number of articles of the 2013 Constitution, the Standing Committee of the Central Committee of the Vietnam Fatherland Front issued a Plan and instructions on organizing the collection of opinions within the Vietnam Fatherland Front system on the draft Resolution.

"Up to now, member organizations and the Standing Committee of the Vietnam Fatherland Front Committee at the provincial level have promptly issued a Plan to collect opinions, widely disseminate the purpose, meaning, and content of the amendment and supplementation of the Constitution to the people, and have begun to organize forms of collecting opinions within the front system in a very rich, creative, and substantive manner," said Vice Chairman of the Central Committee of the Vietnam Fatherland Front Hoang Cong Thuy.
Vice President Hoang Cong Thuy stated that the scope of amendments and supplements to the 2013 Constitution focuses on two important groups of contents.
One is the provisions related to the Vietnam Fatherland Front and socio-political organizations in Articles 9, 10 and Clause 1, Article 84 of the 2013 Constitution.
Accordingly, the content of the amendment and supplement to Article 9 of the 2013 Constitution aims to emphasize the position of the Vietnam Fatherland Front as the central organization of the great national unity bloc, creating a legal basis for the rearrangement of member organizations, reducing duplication in the implementation of functions and tasks, ensuring unity and synchronization with the Party's organizational structure, in accordance with the new organizational model after the rearrangement and streamlining of socio-political organizations into the Vietnam Fatherland Front.
Article 9 also provides general regulations on socio-political organizations in the direction of affirming the position of these organizations under the conclusions of the Politburo, the Secretariat, and the Central Executive Committee of the 13th Party Congress.
Supplement and clarify the operating principles of the Vietnam Fatherland Front and its member organizations as democratic consultation, coordination and unified action under the chairmanship of the Vietnam Fatherland Front;
Amending and supplementing regulations on Vietnam Trade Unions (Article 10), affirming that Vietnam Trade Unions are socio-political organizations of the working class and laborers, directly under the Vietnam Fatherland Front and are representatives of laborers at the national level in labor relations and international relations on trade unions.
Amend and supplement Clause 1, Article 84 in the direction of only regulating the right to submit draft laws to the National Assembly and draft ordinances to the National Assembly Standing Committee of the Central Committee of the Vietnam Fatherland Front without continuing to regulate this right for central agencies of member organizations of the Front to ensure consistency and conformity with the organizational structure of the Central Committee of the Vietnam Fatherland Front after being reorganized and streamlined.
Second, amend and supplement 5 Articles in Chapter IX of the 2013 Constitution on local government organization to reorganize administrative units to only have provincial and sub-provincial levels (no more district-level administrative units) and implement a 2-level local government organization model.
In addition, the draft Resolution has transitional provisions to ensure that local governments operate smoothly and without interruption, in line with the roadmap for implementing the arrangement and merger of provincial and commune-level administrative units, without organizing at the district level.
Affirming that this is a very important and meaningful Conference, Vice Chairman Hoang Cong Thuy requested that delegates attending the Conference promote democracy, focus their intelligence, uphold responsibility, and directly contribute their opinions to each content and provision amended and supplemented by the 2013 Constitution and other contents of the draft Resolution.
At the Conference, delegates gave their opinions on the proposed amendments and supplements to a number of articles of the 2013 Constitution compared to the current provisions of the Constitution.
