Prime Minister: Find breakthroughs to build 2 Politburo resolutions on education - training and public health care

Attending this important meeting were members of the Politburo , members of the Party Central Committee, Deputy Prime Minister, Deputy Secretary of the Government Party Committee, leaders of relevant ministries, branches and central agencies.

Prime Minister Pham Minh Chinh praised the Ministry of Education and Training and the Ministry of Health for their efforts and focus on drafting the Politburo's resolutions, and asked the drafting committees to absorb comments and continue to perfect the draft.

The Prime Minister emphasized that the two new resolutions do not replace but rather concretize the resolutions of the Central Committee, the Politburo, the Secretariat, and the Government, integrating them into a new resolution in a more comprehensive and inclusive direction, removing the difficulties and obstacles that we are facing in these two sectors, such as institutions, mechanisms, policies, and resources; meeting the people's wishes.

From there, find breakthroughs that are leverages and fulcrums for rapid and sustainable development of these two fields, have specific policy mechanisms to attract resources, promote human resources, nature, traditional culture and organize implementation in the spirit of decentralization, delegation of power, reduce procedures, simplify administrative procedures, and eliminate the mechanism of asking and giving.

The draft resolutions must update and specify the relevant contents in the "strategic quartet" according to the Resolutions of the Politburo: Developing breakthroughs in science and technology, innovation, digital transformation (Resolution 57), international integration in the new situation (Resolution 59), innovating the work of law making and enforcement (Resolution 66), developing the private economy as the most important driving force of the national economy (Resolution 68).

There is a roadmap to free hospital treatment for the people.

The draft Resolution of the Politburo on breakthroughs in public health care, meeting the requirements of national development in the new era, shows the goals and roadmap for free hospital fees for the people; regular health check-ups; ensuring vaccines and vaccinations; improving the quality of medical services; ensuring the supply of drugs, medical equipment, and effective application of science and technology...

The draft proposes basic tasks and solutions such as: Innovation in thinking in leadership, direction and organization of people's health care; improving the capacity of the health system, especially preventive medicine, primary health care, traditional medicine; training high-quality health human resources, with special preferential policies for health human resources; promoting health financial reform; breakthroughs in science and technology development, innovation and digital transformation in the health sector; breakthroughs in private health development, mobilizing and effectively using all resources for health system development...

After the delegates discussed, the Prime Minister requested to urgently complete the draft resolution; in the direction of changing from medical examination and treatment as the main focus, to taking care of and protecting people's health, with the motto of taking care of and protecting people's health as the top priority, first of all, fundamental, strategic, long-term, deciding, medical examination and treatment as regular and sudden.

In particular, implementing people's health care according to the 2-level local government model; ensuring equal access to health care, especially in remote, border, island and ethnic minority areas; developing preventive medicine and primary health care; improving the physical strength of Vietnamese people, overcoming population aging; developing pharmaceutical and vaccine industries; improving the quality of health care; building digital hospitals and smart hospitals; determining a roadmap to exempt hospital fees for people as soon as possible, first of all, free medical examination and treatment for children...

Improve the quality of education and training, focusing on emerging industries

The project to develop a draft Resolution of the Politburo on modernization and breakthrough in education and training development clearly points out the achievements in education and training development in recent times, the bottlenecks in education and training development, and the requirements for national development in the new period.

The orientation for developing the resolution focuses on expanding equitable access to education; improving the quality of comprehensive education; innovating vocational education, improving workforce skills; modernizing higher education, developing high-quality human resources and technological talents, promoting research and innovation.

The draft resolution proposes breakthrough solutions including: Breakthrough in state management, unleashing all potential and creativity; breakthrough in financial mechanisms and policies, improving the efficiency of state budget use, promoting socialization; breakthrough in investment in modernizing educational institutions; breakthrough in comprehensive digital transformation, popularizing English, digital technology, artificial intelligence; breakthrough in developing high-quality human resources and high-skilled jobs, associated with the development of science, technology, innovation, etc.

Regarding this content, the Prime Minister requested to clarify the scope of the resolution, which is general education, vocational education, university education and post-graduate education, but with highlights for each field.

Regarding general education, there are solutions to ensure equal access to education, especially in remote areas; a roadmap for universalizing foreign languages, especially English; solutions for cultural, artistic, aesthetic, and physical education for learners to develop comprehensively.

Regarding vocational training, it is necessary to streamline training and improve vocational skills to meet the needs of the national economy and serve labor export.

Regarding universities, pay attention to two breakthroughs in quality, scale and autonomy, review and re-plan the university system. Postgraduate training needs to focus on training in emerging fields.

The Prime Minister noted that there should be a talent training program; building a team of teachers and facilities that meet requirements; reviewing the types of school systems and training facilities to focus on investment to meet standards in both quality and scale...

The Prime Minister requested the ministries to take the lead in absorbing the opinions of the delegates, and continue to seek opinions from relevant entities; complete projects, submissions, draft resolutions, action programs of the Government, as well as related national target programs to submit to the Politburo for consideration, ensuring quality and time as required.
