The Ministry of Public Security has just issued Circular 24/2023 regulating the issuance and revocation of registration and license plates of motor vehicles, including many notable provisions on identification plates. This Circular takes effect from August 15.

Faced with the above information, many owners of shops selling cars with beautiful license plates are "restless".

If you don't sell in time, you will lose 70-80% of the car's value.

Owning a shop specializing in selling motorbikes with beautiful license plates at 918 Lang Street (Hanoi), Mr. Pham Dinh Vinh said that if the motorbikes with beautiful license plates were identified by personal information, it would be a disadvantage for the business people.

"If that's the case, the car's original value will be almost gone. If I buy a car with a license plate attached, I'll sell the license plate. But if I can't sell the license plate now and sell the car without it, I'll lose 70-80% of its value. Because the import price for each car with a nice license plate will be dozens of times higher than the real value of the car," said Vinh.

Given the above reality, he believes that the authorities should have a "form" to support the stores that sell cars with nice license plates. Mr. Vinh hopes that the government will still allow the retention of cars with nice license plates that have not been sold out before August 15, and charge higher taxes than regular cars.

"I think this will benefit both businesses and the State. If I identify all the cars with beautiful license plates that I own, I will just have to leave them alone," said Vinh.

It is known that Mr. Pham Dinh Vinh's shop currently has about 60 motorbikes with beautiful license plates, including a Honda SH motorbike with license plate 29-N1 999.99 imported for more than 1 billion VND. However, if the identification is removed and the motorbike no longer has the license plate, he said it will only be sold for about 100 million VND.

Mr. Ha Kieu Hung (a car dealer with beautiful license plates on Chua Ha Street, Cau Giay) said that if the identification is made, the license plate will "follow the person", so when selling the car, the license plate cannot be sold, only the car can be sold, making the car with beautiful license plates no longer valuable.

Before the Ministry of Public Security announced the list of 153,000 car license plates to be auctioned in the first session for people to participate, Mr. Quan - a car dealer with beautiful license plates on Chua Ha Street, Cau Giay (Hanoi) - was worried that people who randomly pick license plates would have to "receive" all the bad license plates, causing unfairness and inequality.

According to the Ministry of Public Security, the identification plate is a license plate issued and managed according to the identification code of the vehicle owner. The identification plate must ensure that the license plate has a serial number, plate size, and plate color according to the regulations of Circular 24 on vehicle registration.

Specifically, the identification number plates are still issued the same as before, but the management is different, previously each vehicle had its own number plate. However, according to the new regulations, each person has their own number plate, the number plate will follow the person and not the vehicle.
